Oscar Pistorius on Thursday wept in court as he was cleared of the murder of his girlfriend Reeva Steenkamp, Skysports reports.

But the paralympian will today find out whether he is guilty of manslaughter.

Judge Thokozile Masipa told Pretoria High Court there was ‘no doubt’ when Pistorius fired his gun ‘he acted unlawfully’, and she will rule whether he is guilty of the lesser charge – known as culpable homicide in South Africa – over the 29-year-old model’s death.

At the end of Thursday’s hearing, she found the athlete had acted ‘negligently, ‘too hastily’ and used ‘excessive force’ while failing to take steps to avoid the resultant death.

Judge Masipa stopped short of giving an actual verdict on manslaughter – which carries a maximum sentence of 15 years in prison – and adjourned proceedings for the day.

Earlier, she cleared Pistorius of both premeditated and second-degree murder, telling the trial ‘there are not enough facts’ to support the prosecution case that he had intended to kill Ms Steenkamp.

The judge said the charge of premeditated murder relied on ‘circumstantial evidence’ from the state, adding: “The State has not proved beyond reasonable doubt that the accused is guilty of premeditated murder. There are just not enough facts to support such a finding,” she said.

Pistorius was charged with one count of murder, two of illegally discharging a firearm – which is unrelated to Ms Steenkamp’s death – and one of illegally possessing ammunition.

The 27-year-old, his head down and shoulders shaking, was visibly distressed and wept in court as the judge recounted the events of Valentine’s Day last year.

The prosecution had suggested Pistorius stormed down his bedroom corridor after his frightened girlfriend in a jealous rage and deliberately shot her through the toilet door.

It had pushed for a verdict of premeditated murder which carried a sentence of 25 years in prison.

The double amputee sprinter has insisted he was terrified and felt excessively vulnerable due to his disability and shot Steenkamp in a tragic accident, believing her to be an intruder.

South Africa has no jury system so Judge Masipa is deciding on the verdicts herself with the help of two assessors.

Proceedings began earlier in the day with the judge outlining the facts of the case before the testimonies of each of the 37 witnesses who gave evidence at the six-month murder trial. Some 21 witnesses testified for the prosecution and 16 for the defence.

The judge described Pistorius as a ‘poor and evasive witness’ who was initially composed, then ‘contradicted himself’ under cross examination.

She said claims by the defence that police contaminated evidence and removed items from the crime scene ‘paled into insignificance’ while also rejecting claims by the prosecution that the relationship between Pistorius and Ms Steenkamp was ‘on the rocks’ and counter claims by the defence that they were ‘a loving couple’.

“In my view, none of this evidence from the State and defence proves anything,” she said. “Normal relationships are dynamic and unpredictable most of the time, while human beings are fickle.”

There was jubilation at the Obafemi Awolowo University, Ile Ife in Osun State as the authorities barred students from Liberia and other West African countries hit by the Ebola virus from returning to the institution for now.

The Vice-Chancellor of the university, Prof. Bamitale Omole, who said this at a press conference on Thursday, also announced that the result of the tests carried out on the blood sample of a female student of the university was negative.

The student, who took ill in the university was a secondary contact of the Port Harcourt, Rivers State doctor, Iyke Enemuo, who died of the EVD recently.

He said, “We have asked some foreign students not to resume. Students from Liberia have been asked not to resume and they have not resumed.”

The Vice-Chancellor added that the institution authorites had bought infrared thermometers to measure temperature of students and staff as another measure to make the OAU Ebola free.

He also said that an EVS Surveillance and Monitoring unit where suspected cases of the EVD could be reported had been established.

Omole said that the female student whose blood sample was tested walked to the university’s Health Centre and volunterred information about her contact with the late doctor.

Omole added that he contacted the Minister of Health, Prof. Onyeabuchi Chukwu, after which a special ambulance was sent to evacuate her from the OAU to Lagos.

The vice-chancellor said, “Sequel to an earlier release on a female student of the OAU , who was suspected to have been a secondary contact with EVD and who was sent to the Ebola Isolation Centre in Lagos for further clinical and laboratory investigation, the university authorities are happy to announce that the result of the preliminary and confirmatory tests proved negative.

“The university authorities therefore wish to inform the university community and the general public that the preliminary results and the confirmatory tests proved negative.

“Consequently, this university is EVD free.

“Therefore, everyone is enjoined to go about their normal activities freely without fear or panic. However, as prevention is better than cure, members of the university community and the general public are advised to maintain standard hygenic precautionary measures as established by the university Ebola Surveillance Committee.”

The vice-chancellor said that the student who was still in Lagos would resume soon and nobody would stigmatise her.

Ebola: Premature School Resumption Date Dangerous

With suspected new cases of the deadly Ebola Virus Disease popping up here and there, the Federal Government’s decision to fix school resumption date across the country for September 22 is short-sighted and wrong-headed. Given the highly infectious nature of the EVD, any thought of reopening schools when the contagion is yet to be brought under reasonable control will amount to taking an unnecessary risk and exposing the lives of innocent schoolchildren to avoidable danger. But even if we leave aside the public interest, it is not the duty of the central government to decide for states resumption schedules for their schools.

Evidently, the government had rightly seen the need to delay the resumption of schools at the onset of the Ebola outbreak, which informed the initial date of October 13. No doubt, the date was tentative and subject to further review, depending on the situation on the ground. However, with the uncertainty yet to clear, the government went ahead to announce a new date; it is difficult to situate the development in any other context than the fact that it is a capitulation to pressure from private school proprietors.

The World Health Organisation has just warned that thousands of new cases of Ebola are expected in the coming weeks as the disease spreads “exponentially” through Liberia. A suspected South African EVD carrier working in Guinea and Sierra Leone just flew in to Lagos airport from Morocco. The body says two incubation periods (42 days) without cases is the standard for declaring an EVD outbreak over in a particular location. It is therefore mind-boggling that the Federal Government would succumb to pressure from a set of people whose primary motive is to protect their pecuniary interest. These are the same people that threw caution to the wind and decided to organise Summer Schools for children in spite of the looming threat of Ebola. But it is the duty of parents to make sure that they do not act contrary to the best interests of their children. This is why the position of the Nigeria Union Teachers to resist the resumption order if adequate measures to ensure the safety of their schools are not implemented is commendable.

Although there are plans to put some teachers through some crash programme to be able to handle any emergency, it is doubtful if any such step would be sufficient under the circumstances. By their nature, children are playful; they cannot be relied upon to observe such precautionary measures as are generally expected of adults, including abstention from personal contact with their mates.

Imagine a situation where just one infected child walks into a school; it will certainly be like a time bomb. Not only are the other schoolchildren threatened, their siblings and parents at home are not likely to be spared. The bus ride to and fro the school will cease to be a jolly ride, but a vehicle for the virus to spread. That is an epidemic waiting to happen, given the obvious difficulties that would be encountered in trying to identify and isolate primary and secondary contacts.

The case of Patrick Sawyer, the Liberian-American who imported the virus into the country, has provided an insight into how tricky tracing the contacts could be. Aside from the pressure mounted by the private school owners, the Minister of Health, Onyebuchi Chukwu, who has defended the new date, must have been persuaded based on his perceived assumption that the coast was clear for learning to resume. In one of his daily briefings since the outbreak of the EVD on July 20, he said that the situation had been brought under control. He reportedly said, “We have contained the situation; Ebola is no longer in the streets anywhere in Nigeria.”

He completely missed the point. No sooner had he said that than a new suspected case was reported at the Obafemi Awolowo University, Ile-Ife, where a sick female student confessed to having made contact with Iyke Enemuo, the Port Harcourt medical doctor who died of Ebola after secretly treating an infected diplomat. She has however tested negative. In a new update, WHO said that as of September 6, 4,269 cases and 2,288 deaths have been reported in the current outbreak of Ebola virus disease in Guinea, Liberia, Sierra Leone and Nigeria. In Senegal, one case has been confirmed. There is also the case of about 50 suspected patients who reportedly escaped surveillance in Port Harcourt and moved into Abia State. How are Nigerians sure that cases such as these will not continue to pop up where unexpected?

Nigeria has a responsibility because of her population to ensure that Ebola does not get out of hand the way it has done in the West African states of Guinea, Sierra Leone and Liberia. The population of those three countries is not up to that of Lagos alone. Simon Hay, a University of Oxford professor, who is set to publish a scientific analysis of the changing face of Ebola outbreaks, said, “Nigeria is the one I look at with great concern. If things started to get out of control in Nigeria, I really think that, because of its connectedness and size, that could be quite alarming.” He is right.

That is why even the Nigeria Medical Association, whose members have been at the receiving end of the outbreak, has called for caution. With all due respect to the minister, who is an accomplished doctor, there is no way the voice of the NMA can be ignored in matters concerning health. If it says that it is yet unsafe to unleash children on schools, so should it be.

Even other countries that have not recorded any Ebola outbreak have been taking precautions. In Ghana, for instance, where many Nigerian students have reported for the new academic session, they have been quarantined, despite already fulfilling the condition of undergoing an Ebola test before resumption. They are expected to remain there for 21 days, which is the cycle for the disease to manifest.

While reacting to teachers’ fear of the September 22 resumption date, Chukwu described their attitude as irrational, lacking in scientific basis. If the minister is of the opinion that there must be a scientific basis for further extension of the resumption date, then there is the need to respect scientific methods on this matter all the way. If government wishes to alleviate, rather than aggravate, the deadly pathogens, its only valid course is to err on the side of utmost caution. For parents and guardians, the safety of their children and wards is too important to be risked on the advice of a ministry that acted too slowly to prevent Ebola reaching here in the first place.

As far as the Constitution is concerned, the Minister’s statement does not represent finality; the states have the final word on the resumption question. For the states – especially Lagos and Rivers – it is ultimately at their discretion to permit resumption of schools only when they are reasonably sure of the safety of their people.

Residents of two Bura villages in Hawul Local Government Area of Borno State now live in fear after Boko Haram insurgents struck and ordered non-Muslims to convert to Islam within 24 hours.

The insurgents were said to have invaded Shaffa and Tesan Aledeh which are predominantly Christian communities on Wednesday evening.

Before they left unchallenged, they vowed to return if their ultimatum was not met, and killed two retired army officers and an ex-policeman.

The insurgents were said to have killed one of the former officers in Tesan Aledeh before leaving for the nearby Shaffa where they took the lives of the second retired officer and the ex- policeman.

A source, who disclosed this to one of our correspondents on Thursday, said the developments caused fears among Christian communities along the Biu-Hawul-Garkida-Mubi Road.

He said, “There is widespread fear of possible attacks by the insurgents among Christians in communities along this important road. People are worried that at the end of the ultimatum, the Boko Haram may also attack them.

“The Boko Haram members have started focussing attention on Christian communities in Southern Borno now; Yesterday (Wednesday), they attacked Tesan Alede and Shaffa in Hawul Local Government Area .

“They killed a retired police officer in Tasan Aledeh and warned the people of the community to convert to Islam within 24 hours.

“The people are now panicking because they are really helpless. First, there is no concentration of soldiers there. The soldiers only come in the afternoon and after patrolling for the day, they go back.

“Another thing is that there is no civilian JTF in the area. The people did not form the Civilian JTF because they were warned not to do so to avoid attracting the attention of the insurgents. Now they are harassing them.

“The Boko Haram members are openly addressing people in Shaffa and other Hawul communities. And because of the killing of the three ex-service men, many people are relocating.”

The Punch learnt on Thursday that the insurgents had on Saturday burnt many houses and churches in Debiro, Biu Local Government Area in Borno State.

Among the churches allegedly burnt were the EYN and the ECWA worship centres The residence of the Pastor of the Deeper Life Bible Church was also said to have been affected.

Many residents, including a former Commander of the Joint Task Force in the Niger Delta, Maj. Gen. B.A Debiro, were said to have been displaced.

A source said the insurgents stormed the community in two hilux vans and 20 motorcyles .

They were said to have headed straight for the residence of the District Head, Lawan Thlama, where they ordered that five young men should take them round to identify the residences of Christians in the community.

It was gathered that when information reached the Christians, they fled into the bush for safety.

However, another source said that five insurgents were arrested at Tafawa in Balewa LGA of Bauchi State and in Jalingo, Taraba State.

FG deploys additional troops in Adamawa

Meanwhile, the Federal Government has deployed additional 500 troops in Adamawa State to give more bite to the fight between the military and Boko Haram insurgents in the state.

The Coordinator of the National Information Centre, Mr. Mike Omeri, disclosed this in Abuja on Thursday while updating journalists on the war against insurgency in the North-East.

Omeri said, “The military has mobilised additional troops to protect Mubi and to restore order to Michika, Gulak, Baza and the surrounding villages.

“The Nigeria military has continued to enforce its presence in the challenged communities in the North-East.

“Contrary to media reports of striking of some towns in Adamawa State such as Mubi; the military has confirmed the new redeployment of more than 500 troops to support the expectation around the area, including Gulak and Michika. We believe with this commitment and effort, the situation will be brought under control.

“The situation report indicates that Mubi is calm while troops, including the police and other services are on patrol there.”

FG replies Borno elders

Omeri also dismissed the claim of Borno Elders’ Forum that Maiduguri had been surrounded by Boko Haram insurgents.

He said during a telephone interview with one of our correspondents in Abuja on Thursday that the statement issued by the forum that the insurgents had been expanding their operations without any threat was false.

He added that the government had been doing much to halt the spread of insurgency as signified by the government of Borno State.

He said, “That (forum’s statement) is far from the truth. The Borno State Government even recently commended the military for its effort in halting the spread of Boko Haram.

“The government has stated that it would not concede any part of this country to any group. That statement has not changed and the military is doing its best to protect citizens in every part of the country.

“We know we have challenges with the Boko Haram insurgency but that is not to say that the government will abdicate its responsibility.”

Meanwhile, the Trade Union Congress of Nigeria has urged the government to take necessary measures to safeguard the territorial integrity of the country.

Its President, Bobboi Kaigama, said in a statement on Thursday that the call had become imperative following reports that some cities in Borno and Adamawa states had been attacked by Boko Haram.

Kaigama said that the government must be decisive in checking the excesses of the sect.

Bama still under Boko Haram’s control – Indigenes

But in spite of Omeri’s assurance, some residents of Bama came out on Thursday to rubbish military’s claim that the town had been recaptured from the insurgents who overran it last week.

The residents, under the aegis of ‘Bama Development Foundation, told a news conference in Maiduguri, said that on September 1, the Army resisted the insurgents for several hours but were overpowered .

The Chairman of the BDF, Mohammed Hassan, said during the incident several lives were lost either through gunshots and drowning in River Yadzaram while fleeing.

He added that apart from those in Boko Haram captivity, many women, children and old people were still missing.

Hassan added, “As a matter of fact, we are calling on the Borno State and Federal governments to expedite action on reclaiming Bama from the terrorists as those in captivity are under serious trauma as a result of starvation. Those that have lost their lives are yet to be buried.

“After 11 days of the incident, no search and rescue operation was conducted. It is to our knowledge that security and welfare of the people are the fundamental obligations of a good government”.

Hassan appealed to the Federal Government to deploy more troops in Bama so that the people would go back to their community.

In Kaduna, the Arewa Consultative Forum advised the Federal Government to ensure that the 10,000 retired soldiers it planned to recall to fight the Boko Haram insurgents were properly screened.

The forum, through its National Publicity Secretary, Muhammad Ibrahim , said it was also its view that federal character should be reflected in the selection process to ensure fair representation.

It said, “We particularly advise that those who have never been in the military and therefore cannot be re-instated or recalled should be precluded from the exercise. Ex-militants, who have received formal training as part of the amnesty granted by the late President Umaru Musa Yar’Adua’s benevolence, should not be considered to benefit from the exercise.

“They are not qualified for either re-instatement or recall from the reserve list.

“It has been brought to the knowledge of the ACF that the Federal Government has authorised the reinstatement of 10,000 retired soldiers back into the Nigeria Army. This in the wisdom of government is to boost the strength of the military to confront the insurgency that has engulfed the country.

“ACF welcomes this development However, it wishes to caution the authorities responsible for the reinstatement to scrutinise the retired soldiers thoroughly and ensure that only persons qualified in accordance with military regulations are recalled. Furthermore, the issue of federal character must be reflected in the selection process to ensure fair representation of all sections of the country.

“ACF therefore urges the authorities to display transparency and honesty in the reinstatement exercise.”

The first son of Governor Theodore Orji of Abia State, Chinedu Orji, an engineer, has sued The Sun Newspapers Limited, owned by a former Governor of the State, Dr. Orji Uzor Kalu, claiming ₦5bn damages for calling him “ a terrorist .”

Briefing journalists on Thursday in Umuahia, a member of the legal team for Orji’s son, Chief Chukwunyere Nwabuko, said the libellous publication was contained on page 21 of the March 10, 2014 edition of The Sun Newspapers, which reads that, ‘it is not a secrete affair as his terrorist activities in the state are fully documented. “

The council said the former governor had been using his media outfit to publish malicious and libellous articles against Orji as well as “his son, who does not even hold any position in government.”

He gave the suit number of the case filled at Abia State High Court holding at Ohafia as HOH/5/2014, adding that a Senior Advocate of Nigeria, Livy Uzorukwu, is the lead council of Orji’s legal team.

The three-point claims by the plaintiff include,”The sum of N5bn as damages for libel; an unreserved apology to be published in at least three editions of the Daily Sun Newspapers; and an order of perpetual injunction restraining the defendants, their agents, privies, servants and associates from further writing, printing and publishing of the said libellous matter or a similar one against the claimant.

Nwabuko further said that the Presiding Judge, Justice Anthony Chioma, had already granted an order for the defendant to be served out of jurisdiction.

The matter will come up for hearing on September, 22.

A chief of the Peoples Democratic Party in Rivers State and former Chief Security Adviser to ex-Governor Peter Odili, Chief Anabs Sara-Igbe, has said the Minister of State for Education, Nyesom Wike arm-twisted President Goodluck Jonathan to engage in a feud with Governor Rotimi Amaechi to enhance his 2015 governorship ambition.

Sara-Igbe in an interview with The Punch in Abuja insisted that Wike pitted the President against Amaechi just to realise his political ambition, saying it had worked against the rapid growth of the state.

He said, “The issue of the crisis between Amaechi and the President is a self-made scheme of a particular aspirant who feels that such is the best way to achieve his ambition. And that aspirant has been able to bring fire at the backyard of the President to say ‘well, if you don’t support me, this fire will burn you. But if you bring me, I have the capacity to off this fire.’ And so, Mr President is being arm-twisted.”

He therefore appealed to them to them to bury their differences in the interest of PDP and the state.

He, however, warned that any attempt by the PDP to dance to the minister’s antics by fielding him as its governorship candidate in the forthcoming election would lead to the party’s doom.

The security expert said the elders of the region were ready to make peace between the governor and Jonathan for the interest of not just Rivers and Bayelsa states but the South-South region as a whole.

He warned that the PDP shouldn’t make the mistake of fielding Wike as its governorship candidate because he is not saleable.

He warned that Wike’s candidature would equally generate what he called “bad blood’’ in the state because he is an Ikwere man.

He said, “If the PDP brings a candidate other than Wike, we can achieve that peace but if Wike is the candidate for 2015 governorship in the state, we cannot achieve that peace. Wike’s candidature will also generate bad blood for the party.

“As a person, I will not say Wike is a bad man or he is a good man but what I am saying is that Wike, as an Ikwere man, has spoilt the whole thing because an Ikwere man has ruled. Celestine Omehia ruled for six months and handed over to Amaechi and Amaechi has ruled for over seven years now.

“Ikwere has taken it, Rivers State is made of more than 20 ethnic groups. So why must one ethnic group dominate it over the entire state? It is not fair. His (Wike’s) candidature will cause tension in the state and there will be resistance from the people of Rivers State and don’t forget that Amaechi is a sworn enemy of Wike, it will also generate bad blood and tension.”

But in his reaction, Wike’s Special Assistant, Media and Communications, Mr. Simeon Nwakaudu, told our correspondent that most of the people making such comments were intimidated by Wike’s political profile.

He said, “If at all there was any problem between the President and Amaechi, it started long between 2007 and 2008 and has nothing to do with the Minister of State for Education. How can they say that Wike’s emergence will spell doom for the PDP in 2015?

“The simple fact is that the party is going to do primaries and that is why they are afraid. It is for members of the party to decide. The leader of the party in Rivers State today is Wike’s even when the governor tried to weaken the party before he defected. The man you are talking about, I don’t think he is a strong member of the party and I can’t recognise his name.”

Military authorities have retired the former General Officer Commanding the 7 Division of the Nigerian Army, Maiduguri, Maj. Gen. Abubakar Mohammed.

Investigations by The Punch revealed this on Tuesday just as the Nigeria Labour Congress, the Trade Union Congress and human rights lawyers pleaded for the pardon of 12 soldiers who were sentenced to death by a military court on Monday.

The soldiers, who had on May 14, 2014 fired shots at Mohammed, in Maiduguri, were convicted for mutiny and other offences such as insubordination .

Investigations revealed that Mohammed was retired after he was recalled to the Headquarters of the Nigerian Army without posting for months after the soldiers’ attempt on his life.

It was gathered from a top military source in Abuja that the Army authorities quietly retired him last month.

The source said, “The Maj. Gen. has been retired; you don’t expect that to be made public; issues of retirement especially in the military are confidential. The man was at the Army headquarters for some time. He was awaiting posting then but he was eventually retired about a month ago.”

Meanwhile, the NLC, TUC and human rights lawyers have urged the Presidency and the Army Council chaired by the Minister of Defence to prevail on the military authorities to spare the lives of the 12 soldiers.

The lawyers are three Senior Advocates of Nigeria–Olisa Agbakoba, Femi Falana and Sebastian Hon – as well as Fred Agbaje and Monday Ubani.

In fact, Agbakoba, who flayed the judgment threatened to go to court to seek justice for the convicts.

He said that the process through which the court martial passed the sentences on the soldiers was unconstitutional.

The SAN, who maintained that the composition of the court violated the principle of natural justice, said he had asked his lawyers to approach the convicts for the purpose of lodging an appeal against the military authorities.

He said, “The court martial system is totally unconstitutional. They (soldiers) have the right to go to court and appeal the judgment. Actually, I have asked my lawyers to approach them and afford them our services to lodge an appeal.”

Agbakoba submitted that the offence for which the soldiers were tried and found guilty was undefined. He stated that Section 38(12) of the 1999 Constitution stipulated that all offences must be defined.

He said,“I have represented a number of soldiers at court martial. In particular, I represented Gen. JOJ Okulagu and my point at the court martial was that a process that allows the commander to appoint the investigator, the court martial president, members and the judge advocate is clearly contrary to all principles of natural justice.

“The basis of justice is that everybody who has the power to decide has a duty to act fairly. Without prejudice to the offence, whether the person is guilty or not, he is entitled to a fair trial.

“The Army Act that defines the work for the court martial system is unconstitutional because the basic offence contained in the Army Act is that you are charged for an offence said to be prejudicial to service discipline.

“That is what the law says–conduct prejudicial to service discipline. But conduct prejudicial to service discipline is an undefined offence contrary to Section 38(12) of the Constitution and the court has said that offences must be defined.”

Falana and Hon, who acknowledged the severity of the offences the soldiers were accused of, said pardoning them was necessary in view of the circumstances informing their action.

Falana said the soldiers were erroneously charged under S ection 52(1) of the Armed Forces Act Cap A 20 Laws of the Federation of Nigeria, 2004 as Mohammed whose car was shot at by the soldiers was not killed.

“The soldiers were charged with attempted murder which does not attract death penalty. In the circumstance, the 12 convicts should have been charged under Section 52(2) of the Armed Forces Act which provides for life imprisonment,” he said.

The human rights lawyer called on the Army Council not to confirm the verdict but to commute it to imprisonment.

Falana said, “Before the incident, the soldiers at the Maimalari Cantonment had complained of insufficient ammunition, food and allowances. The visit of the GOC was said to have coincided with the arrival of the corpses of soldiers killed in an ambush in Chibok, Borno State on the night of May 13, 2014.

“It was the tragic situation which reportedly infuriated the soldiers. Having investigated and confirmed the circumstances which led to the mutiny in question, the military authorities removed the GOC.

“In the light of the foregoing, I urge the Army Council not to confirm the death sentences passed on the 12 soldiers but commute same to imprisonment in the interest of Justice. The facts and circumstance of the mutinous act of the convicted soldiers should be taken into consideration.

“However, if the death sentence of the Maiduguri 12 is confirmed by the Army Council, the convicted soldiers are advised to take the case to the Court of Appeal which is likely to follow its decision in the case of Yussuf & 21 Ors v Nigerian Army (2003) 36 WRN 68 wherein the sentence of life imprisonment passed on the appellants who had rioted at the Cairo Airport in Egypt was quashed.”

On his part, Hon said despite the charges, Jonathan should exercise his power under section 175 of the 1999 Constitution to grant prerogative of mercy to them.

He said, “Mutiny is a serious crime in the military in the world over. If it is tolerated, it will lead to serious chaos and breakdown of law. In fact, it will even lead to the overthrow of the central government.

“I say this with every sense of responsibility, taking into account the security condition in the country and the very obvious fact that soldiers are daily crying that they have not been well kitted to fight the Boko Haram insurgents.

“In spite of that, however, the way the young men took the law into their hands by shooting at the car of their commander should not be tolerated under any circumstance.

“Having said that, I will still say that the President should exercise his prerogative of mercy under section 175 of the constitution to pardon them with a strong warning that he will not pardon any other person who does that. I say that because the morale of the military personnel on the ground should not be dampened.”

Agbaje said if the soldiers were not pardoned, the judgment could dampen the morale of others currently fighting insurgents in the country.

Agbaje also explained that the Armed Forces Decree did not stop the convicts from appealing against the judgment at the Court of Appeal.

He said, “They can go to the Court of Appeal where the judgment of the court martial will be subjected to judicial scrutiny and review. Nothing in the Armed Forces Decree can override the clear provisions of the 1999 Constitution particularly sections 6 and 36, dealing with judicial powers and fair hearing.

“It is not too late in the day if the issue of prerogative of mercy is also considered by the President now that the court martial is now functus officio.

“The president should come in to exercise his prerogative of mercy. If the president does not intervene through clemency it will dampen the morale of other soldiers in the battle field,” he added.

Ubani, who expressed concern on whether the soldiers had been given fair hearing as proceedings of martial courts were “conducted in secrecy,” insisted that the soldiers had a right of appeal.

He said, “The soldiers still have the right of appeal. Even if the Court of Appeal goes ahead to agree with the tribunal, I am still of the opinion that the approving authority must look at this case once again. Under what circumstance was this mutiny committed.

“These people had alleged that they were not properly equipped. They had alleged that they were not properly taken care of.”

Also, the NLC, through its General Secretary, Dr. Peter Ozo-Esan, said it could only appeal for clemency since the military had its own judicial process.

It said, “You know the military all over the world has its judicial process. We believe that the sentences are still awaiting the approval of the Army Council. It is when that process is completed that the full details and the circumstances would be taken into consideration. Where it is possible, some degree of clemency should be shown.We therefore appeal for some degree of clemency by the Army Council.”

The TUC on its part faulted the death sentence on the soldiers, describing it as a special gift to the Boko Haram.

Its President, Bala Kaigama, recalled that the soldiers were protesting internal sabotage in the ongoing counter- insurgency operation in the North -East.

He also faulted the court’s decision to describe the actions of the soldiers as mutiny as attempts to commit murder and insubordination.

Kaigama challenged the military to look inwards and fish out the collaborators of the Boko Haram insurgents for punishment.

He said, “We would also want to remind the Federal Government and the military leadership that in as much the congress will not encourage revolt or disobedience to military authority, we will also not fail to reject and condemn the death sentence passed by the court martial on 12 soldiers protesting against the internal sabotage of the military in the ongoing war against the Boko Haram sect in the North Eastern part of the country.

“We wonder why and how such a protest against sabotage could suddenly be termed: criminal conspiracy, mutiny, attempt to commit murder (shooting of the vehicle of the GOC); insubordination to a particular order and false accusation by the president of the Court Martial, Maj. Gen. C.C. Okonkwo.

“To us, the issues are clearly more and the congress makes bold to say that the approach adopted on the issue that is already at the public domain is very incorrect.”

He called on the Federal Government and the military to look into the grievances of the soldiers, stressing that the country could not afford to lose more of them now.

A human rights group, the Coalition Against Corrupt Leaders, warned that the sentence passed on the soldiers might spell doom for the military.

Its Chairman, Debo Adeniran, said that such judgment was ill-timed as it might dampen the morale of soldiers at the war front.

Adeniran said, “It was done at a wrong time. If they are found guilty at all, such pronouncement ought not to have been made at this material time when our soldiers are in short supply of motivation for the expedition they are forced to engage in.

“It will only dampen their spirit, because they know what led to the mutiny. It was a statement of frustration from those guys because they already knew well that the outcome of it might not be favourable.

“Those who are still in the war front will not be motivated by such judgment at this material time and that may now spell doom for the Nigerian military rank.”

Schalke 04 forward Chinedu Obasi says his German club could upset Chelsea in Wednesday’s UEFA Champions League clash in London.

Chelsea are going great guns in the English Premier League having won their opening four matches, while Schalke are depleted by injuries to several key stars.

However, Nigeria international Obasi told africanFootball.com, “I think it is going to be a tough game for us because Chelsea are in good form and my team are battling injuries.

“I respect Chelsea as a team, they have good players and a good manager like Schalke 04, and I think we can manage ourselves for victory.”

Obasi said he is banking on the experience of his teammates in this competition.

“We have players who have played in this competition before and we are as ready as Chelsea are,” he said.

“No big deal if we upset Chelsea, every game can’t go their way all the time and they must be humble enough on the pitch.

“In the Champions League, upsets happen, there is no underdog and that’s why a team like Schalke 04 will always be there. We are top team.”

Obasi was not available for Nigeria two Africa Cup of Nations qualifiers this month against Congo and South Africa even though he was called up.

Meanwhile, Schalke 04 will be without captain Benedikt Howedes in the clash with Chelsea FC.

The 2014 World Cup winner checked into a local hospital on Monday for an assessment on a troublesome groin injury, and did not travel to London with the rest of Jens Keller’s squad on Tuesday, undergoing further tests instead.

The Royal Blues, who are still searching for their first competitive win of the season, are already without fellow centre-backs Joel Matip (groin) and Felipe Santana (muscular), as well as Atsuto Uchida, Sead Kolasinac, Leon Goretzka, Fabian Giefer and Jefferson Farfan.

A row is brewing between Zambia and Dangote Cement, a major employer in Africa’s second largest copper producer, after a government minister accused an executive at the local unit of the Nigerian company of attempting to bribe him.

The dispute appears to be the latest in a string of incidents in which the southern African nation’s government has resorted to strong-arm or unorthodox tactics against foreign investors it believes are circumventing labour laws.

Dangote Industries Zambia has 400 workers building a $400m cement plant, a staff count that should rise to 2,000 when production starts in November, deputy industry minister, Miles Sampa, toldReuters.

During a tour of the plant in Ndola, 300km (188 miles) north of the capital, Lusaka, labour minister, Fackson Shamenda, said a Nigerian executive seconded to the Zambian unit tried to bribe him at a hotel a week ago.

The company described the allegations as “malicious misinformation.”

“For the record, DIZ categorically deny any claims of corruption and bribery, and reserve our rights on this matter,” it said in a statement.

Shamenda did not specify what was offered by the executive and said he rejected it because he had critical labour issues to sort out with the company – owned by Nigerian Aliko Dangote, Africa’s richest man – and did not want to be compromised.

“He told me that it was a tradition in their culture to give someone a token of appreciation. Maybe his idea was that I turn a blind eye to what is happening at Dangote,” Shamenda said, according to local media reports.

Shamenda also said DIZ should offer workers at the company permanent employment and allow them to join unions.

Shamenda told Reuters on Tuesday, “There is no union, and according to the reports I have received, those who have attempted to join unions have had their contracts terminated.

“I have asked the labour commissioner to investigate and tell me all the categories of employees, because the reports we have received indicate there are no permanent employees.”

DIZ said in its statement that Shamenda had made four surprise visits to the cement plant in the last four months, prompting the company to complain about his conduct as it felt that the minister was deliberately looking for wrongdoing.

“DIZ was beginning to feel harassed and unwelcome in Zambia, and immediately brought this to the attention of the Ministry of Commerce, Trade and Industry,” it said in the statement.

A year ago, Zambia revoked the work permit of the chief executive of Konkola Copper Mines, owned by London-listed Vedanta Resources, and threatened to rip up its mining licence when the firm announced plans to lay off 1,500 workers.

Synagogue: Woman walks out from rubble after four days

Rescue workers, residents and others at the site of a collapsed six-storey structure belonging to the Synagogue Church of All Nations were on Tuesday excited by the rescue of a woman four days after the incident occurred.

Punch Metro learnt that the 45-year-old unnamed woman was sighted around 2AM as the rescue operation progressed.

It was said that the woman, who had been buried in the rubble since Friday, walked out as soon as the hindrances on her were removed.

Eyewitnesses said the woman came out thanking God and shouting hallelujah.

One of the eyewitnesses, who pleaded anonymity, told our correspondent that the latest survivor sustained minor injuries.

He said, “It was a miracle because nobody was expecting to rescue anybody alive. But immediately she came out, SCOAN members immediately took over things and took her away. Nobody here can say exactly where the woman is.”

When our correspondent sought information from SCOAN, one of its officials promised to provide him an update on the female survivor. However, he had yet to do so when our correspondent left the church premises at about 4.15pm on Tuesday.

But a foreign worker in the church told our correspondent to rejoice with them instead of asking questions.

She said, “It is indeed a miracle that someone could survive under that rubble for four days. We thank God for that and that is all we can say for now. If we have further developments, we will definitely let you know.”

Spokesman of the Nigerian Emergency Management Agency, Ibrahim Farinloye, said the woman was lucky to be alive.

Farinloye said that rescue workers had previously given up hopes of finding any more survivor from the rubble.

He said, “The survivor is hale and hearty, although she was traumatised. She sustained some injuries on her ankle and wrist. We did not allow her to talk; we just allowed her to be taken away for medical attention.

Farinloye added that with the rescue of the woman, workers have evacuated 131 people from the collapsed structure, while 61 dead bodies had also been taken out.

SON takes samples as Lagos seeks NCAA help

The Standards Organisation of Nigeria was at the site of the collapsed building on Tuesday.

The Head, Inspectorate and Compliance, SON, Mr. Bede Obaye, said that a team had taken samples of some of the materials used for the construction of the collapsed building, adding that the investigations would be comprehensive.

He said, “We have come here to see exactly what happened and we have watched the clip of what happened. But beyond that, we are here to investigate the remote causes of the collapse; to look at the materials and to ask questions about the engineers and contractors that handled the project.

“We have taken samples of the materials used, especially the steel materials.The Standards Organisation of Nigeria, in 2011, took steps to ensure that all steel products that are manufactured in this country are properly controlled and within the standard specification.

“That we have done and that is why today, we have been able to identify all the manufacturers of the steel products used for this construction and that is the first step that can lead to further investigation.

“Our investigation will not be limited to the materials alone. The materials may be right, but the selection and combination may be wrong. The contractor and engineer who handled the project will have to provide us with vital information.”

Meanwhile, the Lagos State Government on Tuesday said it planned to work with the Nigerian Civil Aviation Authority to unravel the mysterious plane that was linked to the collapsed building at the Synagogue Church.

The state’s Commissioner for Physical Planning and Urban Development, Mr. Toyin Ayinde, said this while responding to questions on the issue at the Annual General Meeting of the Nigerian Institute of Town Planners.

“Part of our plan is to get in touch with the NCAA, give them a copy of the clip so that they can tell us which aeroplanes were moving at about that time,” he said.

Ayinde said investigations were still ongoing and the issue of who to penalise for the tragedy was not certain yet.

He said, “If you are the owner of a building, and you have paid a consultant to build for you and he messes up and the building collapses, why should I penalise you?

“The sequence is that if a collapse has happened, there is investigation, engineers are working there and there will be more investigations.

“We can’t do much until after the rescue operations because we must know what kind of foundation that was there and that is the job of engineers.”

However, the Super Eagles forward admitted it would be a very tough game for the Russian army club, but still believes they could get a favourable result against Roma.

“I always want to win. I am looking forward to a good game as a player and collectively for my team CSKA against Roma in Italy,” Musa said.

“It is not going to be an easy match we all know and we have prepared for a very tough match.

“Getting a win or draw will be a good way to start for us in the competition.”

Roma are making a return to the UEFA Champions League for the first time in three years.

Sixty-seven South Africans died in the building collapse that occurred at the Synagogue Church of All Nations in Nigeria, President Jacob Zuma said in a statement on Tuesday.

Scores more sustained injuries when the six-storey building belonging to the church collapsed on Friday.

Zuma said ” This is a particularly difficult time for South Africa. Not in the recent history of our country have we had this large number of our people die in one incident outside the country.

“Our thoughts are with the families, friends and colleagues that have lost their loved ones in this heart-breaking tragedy.

“The whole nation shares the pain of the mothers, fathers, daughters and sons who have lost their loved ones. We are all in grief.”

Zuma, according to timeslive.co.za, said he had directed various government departments to ensure that relatives of the deceased were taken to Nigeria to identify their loved ones’ bodies.

He added that the government wanted to ensure that the bodies were repatriated as soon as possible.

Zuma thanked the families of the deceased and the Nigerian government for their co-operation with the South African government.

He also extended his condolences to Nigeria and all other nations affected by this tragedy.

“May the souls of the departed compatriots rest in peace,” he said.

If not resolved soon, the strike embarked upon by the Nigeria Union of Petroleum and Natural Gas Workers and the Petroleum and Natural Gas Senior Staff Association of Nigeria over the administration of the workers’ pension by the Nigerian National Petroleum Corporation may lead to scarcity of petroleum products in the country.

The strike, which commenced on Monday, is in protest against the cancellation of the closed pension system for the workers of the NNPC and its replacement with the Contributory Pension Scheme.

Aside cancelling the closed pension scheme, the unions also claimed that the management of the NNPC had also refused to fund contributions to the scheme, which they said remained the workers’ legacy pension plan.

The labour unions had on Friday given the NNPC an ultimatum to address their concerns, which lapsed at midnight on Monday.

Aside affecting all the offices of NNPC nationwide, PENGASSAN in a statement on Tuesday, said the strike also affected all the subsidiaries of the corporation, including the Petroleum Products Marketing Company, Kaduna Refining and Petrochemical Company, Port Harcourt Refining Company, and Warri Refining and Petrochemical Company.

Other subsidiaries affected are the National Engineering and Technical Company Limited, Nigeria Gas Company, Hyson, Nigerian Petroleum Development Company, National Petroleum Investment Management Services, Integrated Data Services Limited and Department of Petroleum Resources.

The Chairman, NUPENG, Lagos Zone, Alhaji Tokunbo Korodo, told our correspondent on the telephone on Tuesday that loading at all NNPC depots had been suspended and “whosoever is relying on any vessel for supply of petroleum products will not get it.”

According to Korodo, if the situation is not properly managed, it will affect private depots and result in the scarcity of petroleum products.

To this end, PENGASSAN’s Media and Information Officer, Mr. Babatunde Oke, said contrary to reports that the NNPC had resolved the pension issue and other demands of its workers; there was a total shutdown at all NNPC offices and locations all over the country on Tuesday.

He said the strike would continue until there was concrete commitment from the NNPC management to find a lasting solution to the issues.

“The demands of the workers are adequate and regular funding of the closed pension system, immediate steps to carry out turn around maintenance on the four refineries as agreed between the government and the two unions, NUPENG and PENGASSAN, and restoration of crude supply to the refineries,” Oke added.

He said that the issue had gone beyond granting a one-year grace to the NNPC by the National Pension Commission, but that the management of the corporation should put in place machinery to automatically fund the pension system without any bureaucratic bottleneck.

He noted that the funding had been delayed due to the inability of the board of the NNPC to meet for over a year to approve the proposal of the management for the pension system.

On the issue of TAM of the refineries, the PENGASSAN spokesperson said the Federal Government should implement without delay the Memorandum of Understanding between it and the unions to fix the refineries, adding that the government promised to commence the TAM in April but “this is September, we have not seen any commitment from the government on this.”

But when our correspondent contacted, an official of the NNPC, who spoke on the condition of anonymity, said, “As we speak, a meeting is going on and the matter will be resolved shortly.”

The Rivers State Governor and Chairman of the Nigerian Governors’ Forum, Mr. Rotimi Amaechi, has said that a thousand Mbus, (a former commissioner of Police in the state) cannot tame him or the people of the state.

Amaechi described a former state Commissioner of Police, Mr. Joseph Mbu, as a puppet.

The governor, who was responding to Mbu’s description of himself as a lion that succeeded in taming the leopard of Port Harcourt (veiled reference to the governor), explained that Mbu lacked the steel and strength of character of a lion.

Mbu, who was recently promoted Assistant Inspector-General of Police, had while handing over to the Commissioner of Police in the Federal Capital Territory, Wilson Inalegwu, stated that he was able to tame the state governor when he was serving in the state.

In a statement signed by his Chief Press Secretary, Mr. David Iyofor, and issued in Port Harcourt on Tuesday, the governor said Mbu trampled on masses and chose to be a partisan servant of one woman.

He said, “A thousand Mbus can neither tame Governor Amaechi nor the people of Rivers State to surrender their constitutionally guaranteed democratic rights to anyone, no matter how highly placed.

“Indeed, it is very sad, pathetic; however, ironic that Mbu called himself a lion. Which lion? This character called Mbu Joseph Mbu completely lacks the courage, steel and strength of character of a lion. Rather he is a shameless, corrupt puppet of a woman.

“This is a man paid by tax payers to protect, secure and serve the interests of the people. But when he was in Rivers State, he spurned the people; he trampled on the masses and rather elected to be the partisan servant of one woman, to be the woman’s tool in causing disaffection, confusion and crises in Rivers State.

“Mbu shamelessly and corruptly turned himself into the toothless attack dog of this woman to fight the government and people of Rivers State. How can a man who has no strength of character to be himself, be a man and stand up to a woman, a man who willingly submits himself to serve as the puppet of a woman calls himself a lion? How ironic! Mr. Mbu, no lion behaves like that.”

Amaechi maintained that Mbu epitomized everything that was wrong with the police in Nigeria, recalling that the former police commissioner did not only disobey the Inspector General of Police during his time in Rivers State, but also acted lawlessly.

“All these, Mbu did because he was the puppet of one woman, a woman who clearly has no constitutional role to play in the governance of Rivers State or Nigeria. Mbu’s only claim to fame and prominence is because he has turned himself into a willing tool and servant of this woman. Mbu is a very bad example of a police officer,” he added.

Amaechi also recalled that Mbu disobeyed the IGP’s instruction to leave his official residence in Rivers State when he (Mbu) left the state.

According to a statement by the Director (Special Duties), Office of the Secretary to the Government of the Federation, Dr. Tunde Adeyemo, the list includes a traffic warden, Solomon Dauda; a taxi driver, Imeh Usuah, a driver at the Nigerian High Commission in Canada,Engeniusz Howski; and Head of Presidential stewards in the Presidency, Onuh Michael.

Usuah, who is said to have returned about N18m forgotten in his car by a passenger, will receive an MFR medal; Howski,MFR and Michael, MON.

Six military chiefs comprising the Chief of Defence Staff, Alex Badeh; the Chief of Army Staff, Kenneth Minimah; the Chief of Naval Staff, Usman Jibrin; the Chief of Air Staff, Adesola Amosu; the the Director of the National Intelligence Agency, Ayo Oke; and a former General Officer Commanding the 81 Division of the Nigerian Army, Sunday Chikwe, are also on the list.

The service chiefs and the NIA DG are to receive CFR medals while Chikwe will get OON.

The National Security Adviser, Col. Sambo Dasuki(retd); a former Military Administrator of Lagos State, Brig. Gen. Raji Rasaki; an ex-DG, National Youth Service Corps, Brig. Gen. Nnamdi Affia; the pioneer Force Commander of the African Union and ECOWAS Peace Mission, Usman Abdulkadir; the Chairman, United Nations Board of Enquiry in Abiyei, Lt. Gen. Chika Dibia- Obiakor; and a former Provost General of the Nigerian Army, Maj. Gen. Felix Iorshase, are listed among those to be honoured with CFR, CON, OFR and OON.

Also in the Commander of the Federal Republic (CFR) category are Hon. Justice Ibrahim Tanko Muhammad, Justice of the Supreme Court; (Justice Christopher Chukwuma – Eneh, Justice Muhammad Coomassie, Justice John Fabiyi, Justice Olufunlola Adekeye, a former Head of Service of the Federation, Bukar Aji; and Head of Service of the Federation, Danladi Kifasi.

Others in the CFR category are Oba Victor Kiladejo, Chief Philip Asiodu, President Goodluck Jonathan’s Chief of Staff Jones Arogbofa, Oba Jimoh Oyewumi, and Chief Kolawole Jamodu.

The National Chairman of the All Progressives Congress, Chief John Odigie-Oyegun and a former Foreign Affairs Minister, Tom Ikimi, will be honoured with the CON medal.

Eighteen other Nigerians serving or retired from the Nigeria Police Force, Customs Service, Immigration Service and the Department of State Security also made the list.

They included a police inspector, Adekoya Jamiu (FRM1); the Acting Inspector-General of Police, Suleiman Abba; the Comptroller General of the Immigration Service, David Paradang; seven DIGs and two DSS directors.

Abba, like the service chiefs is to be honoured with a CFR medal while Paradang whose organisation organised the recruitment exercise that led to the death of some applicants in March 2014 is to receive OFR.

The DIGs were listed among those to receive OON while a former Chairman of the Police Service Commission, Simon Okeke, will get OFR.

Sportsmen and women, especially members of the victorious 2013 FIFA Under-17 World Cup in the United Arab Emirates, their officials and 2014 Commonwealth Gold medallists top the list of the would-be honourees.

Prominent among them are members of under-17 national football team including, Kelechi Iheanacho; Success Isaac; Akinjide Idowu and Salihu Baba, who will get Member of Order of Niger.

Members of the Under-20 national football team, including the highest goal scorer in the World Cup, Asisat Oshoala, will also get MON.

2014 Commonwealth gold medalist, Blessing Okagbare as well as former footballers like Nduka Ugbade and Emmanuel Amuneke are also on the list.

Also, eight governors and nine ministers will receive the award of Commander of Order of Niger.

The governors are Chief Theodre Orji (Abia); Mallam Isa Yuguda (Bauchi); Mr. Sullivan Chime (Enugu); Dr. Olusegun Mimiko (Ondo), Alhaji Sa’idu Dakingari (Kebbi); Senator Ibikunle Amosun (Ogun); and Dr. Kayode Fayemi (Ekiti).

The ministers are Prof. Chinedu Nebo (Power); Mallam Ibrahim Shekarau (Education), Mrs. Sarah Ochekpe (Water Resources); Mr. Mike Onolememen (Works); Labaran Maku (Information); Hajia Zanaib Maina (Women Affairs); Mallam Bashir Yuguda (Minister of State for Finance), Mr Nyesom Wike (Minister of State for Education); and Mr. Musa Sada (Mines and Steel).

While the Deputy Governor of Kano State, Dr. Umar Ganduje, made the list by getting OFR, the governor, Alhaji Rabiu Kwankwaso is missing on the list.

A former Minister of Indurstry, Chief Onikepo Akande; Senators Nkechi Nwogu and Babajide Omoworare will get CON.

The entertainment sector produced popular actresses like Joke Silva and Omotola Jalade-Ekeinde as well as an actor, Kenneth Nnebue. They will get MFR. This year, unlike two previous editions, there will be no conferment of GCON.

Last year, there was delay by the Federal Government in giving the medals and certificates to 355 Nigerians and foreigners who were bestowed with national honours in Abuja on November 14.

According to the statement,the Investiture holds by 9am on September 29, 2014 at the International Conference Centre in Abuja.

Louis van Gaal will get Wayne Rooney back to his best and terrorising defenders again, according to former team-mate Rio Ferdinand, ESPN reports.

Ferdinand, 35, has seen both sides of the talented Manchester United striker: the angry young man and the calmer but less influential elder statesmen in the squad, and is optimistic he is ready to return to his creative best.

Writing in his autobiography #2sides, which is The Sun, Ferdinand said, “He’s still one of the top assist makers in the league … I think under Louis van Gaal we will see the return of the Rooney who terrorises opponents.”

Ferdinand says Rooney has become a calmer player in recent years but witness what he was like as a “very angry young man” during the early days of his career at United.

“He seems to fly into a rage about the smallest thing and went through mobile phones like they were sweets,” Ferdinand said. “He’d smash phones up in frustration, throwing them on the concrete. Other players used to laugh about it.

“I don’t know what happened but he did calm down.”

Rooney scored one and set up another for United on Sunday as they strolled to a 4-0 victory – their first competitive win of the season – against Ferdinand’s Queens Park Rangers at Old Trafford.

He has been made captain by Van Gaal but faces stiff competition for places with Radamel Falcao and Robin van Persie also fighting for first-choice forward roles.

Former President Olusegun Obasanjo and the Speaker of the House of Representatives were absent from a meeting where the National Executive Committee of the Peoples Democratic Party endorsed President Goodluck Jonathan as the party’s sole candidate for the February 14, 2015 presidential election.

Members of the NEC took the decision after various organs, including the National Working Committee and the Chief Tony Anenih-led Board of Trustees of the PDP, said they had endorsed the President during their meetings in Abuja on Wednesday.

The PDP Governors’ Forum led by Akwa Ibom State Governor Godswill Akpabio had on Tuesday announced that Jonathan would be their sole candidate for the poll.

Anenih and Akpabio are known diehard supporters of the President who, in spite of the ongoing rallies by his acolytes, had remained evasive on whether or not he would seek re-election.

Obasanjo and Tambuwal sent no apologies to the NEC meeting which held at the Wadata Plaza National Headquarters of the PDP on Thursday.

The National Chairman of the party, Adamu Mu’azu, led other members National Working Committee to the meeting.

The process of adopting the President started when the National Publicity Secretary of the party, Chief Olisa Metuh, announced that the PDP Governors’ Forum had an important message to deliver to the members of the NEC.

He thereafter called on the Governor of Niger State, Dr. Babangida Aliyu, to speak on behalf of his colleagues.

Aliyu said he and other PDP governors met in Abuja on Wednesday night and adopted Jonathan as their sole candidate.

In the middle of his speech, Aliyu looked at the direction of Governor of Jigawa State, Alhaji Sule Lamido, and asked him to stand up for recognition.

Lamido, who is believed to be nursing presidential ambition was not part of the PDP governors’ meeting where the decision to adopt Jonathan was taken. But he was represented by his deputy.

Aliyu said, “Where is my brother, the governor of Jigawa State? Please stand up for recognition.’’

As soon he said this, the NEC members clapped in unison when Lamido who was dressed in a suit and a tie to match, stood up and raised his thump and smiled at the President.

He, however, did not utter any word.

Continuing, Aliyu said the governors decided to adopt Jonathan in order to enable the PDP to go into the election with one voice.

Metuh also called on a former Deputy Chairman of the party from the South-West, Chief Shuaib Oyedokun, to deliver the message he had on behalf of members of the BOT.

Oyedokun said, ‘‘We members of the BOT, at our meeting on Wednesday night, addressed the issue of incumbent and the board willingly passed a motion to adopt President Jonathan and agreed that he should be the sole presidential candidate of the party. This is in tandem with the position taken by our governors.’’

After that, Metuh asked the Senate President, David Mark, to speak and deliver the message he brought from the party’s caucus in the National Assembly.

Mark, who is also said to be scheming to return to his position in 2015, said the PDP members in the National Assembly were interested in continuity.

He said, “We don’t only believe in continuity, what we are doing today is a legacy we want to outlive us.”

In her speech, the leader of the women, Mrs. Justina Eze, said all women members of the party had also endorsed Jonathan as the sole candidate of the party.

Moving the motion for the adoption of the President as the sole candidate of the party, a former Acting National Chairman of the party, Dr. Haliru Mohammed , said the action would make the party to go into the election with a united voice.

‘‘I, therefore, move a motion to nominate the President as the sole presidential candidate of the party for the 2015 presidential election. I so moved,” Mohammed said.

A former Governor of Anambra State, Chief Jim Nwobodo, seconded the motion.

Mu’azu thereafter asked for those in favour of the motion to say “ayes ” which was echoed by almost all those who were inside the venue of the meeting.

He also called for those against the decision to say ‘‘ay.’’

Some of the attendees however shouted that those against the adoption were not present at the meeting.

If the adoption scales through the PDP presidential primary fixed for December 6, it will be the first time since its inception in 1998.

In 1999, former President Olusegun Obasanjo slugged it out at the party’s convention in Jos with a former Vice-President, Dr. Alex Ekwueme.

In 2003 when he was running for the second term, Obasanjo was challenged by the late former Governor of Kano State, Alhaji Abubakar Rimi, for the ticket.

In 2007, the late President, Umaru Yar’Adua, was challenged for the ticket by Gen. Aliyu Gusau and Chief Rochas Okorocha.

Yar’Adua won the ticket and the election.

In his response, President Jonathan said he was extremely happy that the governors initiated the idea of his being the sole candidate of the party.

Though he noted that some members of the National Assembly had earlier adopted him, he said the adoption by the governors came to him like an atomic bomb.

The President said, ‘‘Let me specially thank our governors that initiated that action; though before that, the House had made a similar offer but when the governors come up with a giant sign paper, it was like an atomic bomb.

“I know the media will expect me to say something. I am so overwhelmed that I lack words to express my mind. I will reserve that for an appropriate date that will come.

“But I can only promise members of our party and indeed, Nigerians that for you to have that kind of confidence in me is a big challenge. But I promise I will not disappoint you.

‘‘Adopting me as the sole candidate of our party has bumbled me; I am totally overwhelmed.

‘‘I lack words to express myself. I leave it for another day. For today, for you to have that kind of confidence in me, I am extremely challenged.

“It means that whatever we had done in the past three years, we have to triple it. That is the only way Nigerians will appreciate it. I will not disappoint you.’’

Vice-President, Namadi Sambo; the Deputy Senate President, Ike Ekweremadu; and the Deputy Speaker of the House of Representatives, Emeka Ihedioha; were among those present at the meeting.

Governors at the meeting were Sullivan Chime (Enugu); Theodore Orji (Abia); Garba Umar (Taraba), Muktar Shagari (deputy governor of Sokoto State); Ibrahim Dankwambo (Gombe); Sule Lamido (Jigawa); Seriake Dickson (Bayelsa); Jonah Jang (Plateau); Ramalan Yero (Kaduna); Emmanuel Oduaghan (Delta); Umar Fintiri (Acting governor of Adamawa State); Akpabio Idris Wada (Kogi) and Gabriel Suswan (Benue).

Meanwhile, Mu’azu has begged members of the party to donate during the October 15 fund-raising dinner being organised by the party.

He told the NEC members that the party needed money to prosecute the forthcoming election and to also complete its national secretariat.

“I’m pleading with you all to donate handsomely to enable us to prosecute the forthcoming election and also complete our national secretariat,’’ he pleaded.

There are strong indications that efforts of the Federal Government to ensure amicable settlement of issues surrounding the $9.3m seized by South Africa have failed.

South Africa’s National Prosecuting Authority, in an email to our correspondent in Abuja on Thursday, said that the matter was still under criminal investigations.

There were reports on Wednesday that $9.3m, which was seized from two Nigerians and an Israeli in Johannesburg, was meant for procurement of arms for intelligence agencies in Nigeria.

It was also reported that the Federal Government was aware of the move to procure arms.

The Punch and other newspapers had reported that the Federal Government had begun diplomatic talks with South Africa to ensure resolution of the issue.

Government agencies in Nigeria, such as Nigerian Customs Service, the Nigeria Immigration Service and the Ministry of Foreign Affairs, kept mum over the seized fund.

The Nigerian Civil Aviation Authority had said that it did not take the issue of money laundering lightly.

But South Africa’s NPA’s spokesman, Nathi Mncube, in a response to an enquiry by our correspondent, said, “The matter is under criminal investigations by the Directorate of Priority Crimes of Investigations unit at South African Police Services.

“NPA does not comment on pending investigations and therefore cannot comment any other than providing the information contained in our media statement.”

The NPA, in a statement sent to our correspondent on Thursday, said that its asset forfeiture unit had obtained “an order in the North Gauteng High Court freezing a cash amount of US$9.34m (about R102m).”

According to the agency, the money is currently kept safe by the South African Reserve Bank

Giving an insight into the seizure, it said, “The cash consisted of 90 blocks of $100, 000 each and was found in two black plastic suitcases.”

The NPA stated that the order freezing the money was granted in terms of the Prevention of Organised Crime Act which “provides that property that is used to commit a crime can be frozen while the NPA applies for a final order to forfeit the money to the state.”

It stated that the money was initially detained by the South African Revenue Service as it was not disclosed or declared at customs, and was above the prescribed legal limit for the amount of cash that could be brought into the country.

According to the statement, the NPA also submitted to the court that, although various explanations about the money were given to the investigating officer, these explanations were riddled with discrepancies.

The jet bearing the money, Bombardier Challenger 6000, was said to belong to the President of the Christian Association of Nigeria, Pastor Ayo Oritsejafor.

The Minister of Education, Malam Ibrahim Shekarau, on Thursday led a Federal Government delegation to commiserate with the victims of the insurgent attack at the Federal College of Education, Kano.

Though he failed to pay a courtesy visit to the incumbent state Governor, Dr. Rabiu Kwankwaso, he, however, met the Emir of Kano, Malam Sanusi Lamido at the Murtala Muhammed Specialists Hospital, Kano. The monarch had also visited the hospital to sympathize with the victims

Shekarau, while speaking at the FCE, Kano, directed heads of tertiary institutions across the country to ensure maximum security in their schools to check possible attacks by hoodlums.

During Wednesday’s attack, over 15 students were killed while 34 were injured.

“The issue of security is not the affairs of only the Federal, state or local governments or communities but the responsibility of everybody,” he said.

Other dignitaries in the Federal Government team included former governors of Jigawa and Kebbi states, Senator Ibrahim Saminu Turaki and Senator Adamu Aleiro respectively, the senator representing Kano central, Bashir Lado , the chief executive, National Commission for Colleges of Education, Prof. Muhammed Junaid, and the representative of the Inspector General of Police, DIG Wakama.

Shekarau expressed the hope that security agencies would continue to give useful advice to schools on how to ensure maximum security in schools.

He said, “We hope heads of various schools across the country will come up with some stringent measures for maximum security in their respective schools and it is unfortunate that the trend we are witnessing is that institutions of learning are being targeted.

“But I believe this incident will not deter our people from pursuing their studies.”

He also condoled with the members of staff, students and management of the college before the team went to visit the victims in the hospital.

Earlier, the Provost of the FCE , Dr. Rabi Jibrila, had narrated the ordeals of the college community in the hands of the insurgents to the delegation.

Meanwhile, the Kano State Government and the Emir of Kano, HRH Sunusi Muhammad II, have urged the college community not to be discouraged by the attack.

Rather they said they should summon courage to return back to school so that the terrorists would not achieve their aims of discouraging them from acquiring education.

Also, the Sultan of Sokoto, Alhaji Sa’ad Abubakar lll-led Jama’atu Nasril Islam on Thursday commiserated with families of victims of the blast, describing the incident as “senseless killing of innocent students.”

The JNI in a statement by its Secretary General, Dr. Khalid Aliyu, on behalf of the Sultan said, “This barbaric and callous attack is condemnable in its entirety and it will always demand for questions on what exactly the perpetrators want.”

The statement added, “The blast is very worrisome and calls for practical investigation which must bring the perpetrators to face the wrath of the law and find ways and means of stopping future occurrence of such devilish act.”

Vacancy and recruitment scams have become a trend today. The situation is even worsened considering that these companies waste your time as a job-seeker, your energy, the transportation fare of going to such scam interviews and worse still, try to extort money from you.

The challenge for job-seekers is, these scammers are becoming craftier in the way they operate, and it’s becoming more and more difficult to know when it’s a scam and when it’s a legitimate job opening. To help job-seekers never fall prey to scam interview and fake recruiters who are out to take your money without any job offer in return here are some expert tips to identifying a scam job interview.

1. Job Offering On The Spot: You are confident in your abilities and you know that you are a qualified candidate, but how does the hiring manager know? Hiring a candidate on the spot is a big sign the job isn’t a real or at least not what you had hoped when you applied. Overzealous employers are generally a tip off that a job isn’t genuine. Actual employers take their time to research and get to know potential job candidates — going through rounds of job interviews — before offering a position.

2. The Job Is Not What It Says It Is: This is very common. Let’s say, you apply for a job in Public Relations (PR) and get invited for an interview, you might find this there: the job is in fact, going door-to-door selling health-enhancement drugs. Some would even sugar-coat or completely change the job description in the hopes of luring you in. Once you're there, he knows it might be hard for you to walk away from an on-the-spot job offer.

3. When They Ask For Money: As a rule, never, ever, ever should you to pay when an employer asks for money for a job offering. There's no such thing as an application fee for a job. Any job offer that requires that you pay a fee in advance, is probably a scam. Most reputable companies will absorb these costs themselves. Another warning sign, is if the recruiter offers to train you for the job, in return for money. NEVER pay money across ever. No legitimate company or recruiter will ask for money upfront. Not for anything. But always use the rule of thumb: if it sounds too good to be true, it most likely is.

4. They Ask For Your Personal Info: You have finally been offered the job position, but then you are asked to supply sensitive personal information about yourself outside your CV — such as your bank account details — please do not do such. While a boss may give you several bogus reasons why they “need” the info to run a credit check, to deposit initial funds into your account — there is never a real reason for a potential employer to ask for personal financial info about you.

5. E-mail/Text From A Non-Business Address: Another popular job scam is when you get an interview invite from a free e-mail services or a private mobile number. Real hiring managers will have their company’s name as the ending of their email address for example name@jobsmaster.com.ng not Gmail, Hotmail, Yahoomail or any other non-company email address. Hiring managers or recruiters will send their correspondence from their business email address, not their personal one and as such, legitimate job related e-mails will come from corporate email accounts.
