Jonathan Approves Lagos to Calabar Rail Line

President Goodluck Jonathan yesterday announced that the Federal Government had signed a Memorandum of Understanding for the construction of a new railway line that will run from Lagos to Calabar and also extend to the Obudu Cattle Ranch.

The President made the announcement when he performed the groundbreaking of the second cement line being constructed by the United Cement Company of Nigeria Limited in Mfamosing, Akamkpa Local Government Council of Cross River State.

This came just as Chairman of the Board of UniCem, Mr. John Coumantaros, said the additional 2.5-million-metric-tonne per annum line would be constructed at the cost of N84bn, adding that the project, which is expected to be completed in 2016, would bring the production capacity of the company to five million metric tonnes per annum.

Jonathan, who was represented by Vice- President Namadi Sambo, said it was commendable that barely five years after UniCem unveiled its first line of 2.5 million metric tonnes, the company had already concluded plans to double its production capacity.

He said, “In 2002, the Federal Government formulated the backward integration policy for the cement industry to facilitate Nigeria’s drive in self-sufficiency for cement production. It should be noted that within a decade, there had been a phenomenal growth from two million metric tonnes per annum to 39.5 million metric tonnes per annum of installed capacity.

“We are impressed that just five years after the first line in UniCem, we are gathered here again today for the second line, which will add 2.5 million metric tonnes per annum to the company’s capacity. This is ample growth of operational efficiency and the resilience of the management of UniCem.

Speaking on the proposed railway line from Lagos to Calabar, Jonathan said, “Indeed, I will like to state that very soon, the 550 megawatts station will be inaugurated. Also, on the railway line, I am also glad to inform you that the Memorandum of Understanding for the construction of a new railway line from Lagos to Calabar has been signed, and we hope that any moment from now, work will commence.

Ebola Virus Disease Hits Fifth Country


The Ebola virus disease arrived in a fifth country this week, after health officials reported that a man with Ebola symptoms showed up at a hospital in Senegal.

The man is said to be a student from Guinea, where the virus has affected 648 and killed 430.

Across West Africa, the virus has already killed more than 1,552 people in Liberia, Guinea, Sierra Leone and Nigeria, according to the World Health Organisation.

While doctors and government officials have spent months trying to stop the outbreak, the infections continue to rise: More than 40 percent of the total cases in this outbreak have occurred within the past 23 days.

White rice: White rice has more essential nutrients than brown one due to fortification. Pasta: Pasta made from white durum wheat has a glycemic index of 50 – considered to be low. It means eating pasta won’t cause a quick spike of blood sugar and will keep you feeling fuller for a long time. The secret is to keep portions to no more than a cup cooked.

Beef: Eating moderate amounts of lean beef can actually help you lose weight and improve your overall health. Beef provides several essential minerals and vitamins, including protein, B-vitamins, zinc and iron.

Dried fruit: Many dieters avoid dried fruit because it has more concentrated calories than fresh fruit. While this seems to be true, dried fruit can also be enjoyed as a replacement for desserts such as candy or baked goods. Dried fruits contain the same nutrients as their fresh counterparts. They are also antioxidant powerhouses. Look for options which have not added sugar.

Popcorn: Researchers reported that popcorn is packed with phytonutrients. The beneficial compounds are in the darker hulls of the kernel. Popcorn contains nearly twice as many polyphenols, compared to a serving of fruit. What is more, popcorn is absolutely whole grain; unlike many other whole grain foods that are only partially made with whole ones.

Ogun APC Shuns Osoba Faction’s Peace Terms


The Ogun State Publicity secretary of the All Progressives Congress, Mr. Sola Lawal, has described the call by a former deputy governor of the state, Senator Adegbenga Kaka, for the dismantling of the ‘rigged-in’ executive from wards to the national level, as one of the conditions for peace, as “an idle talk.”

He said this in an electronic interview with our correspondent on Tuesday.

Kaka had in an interview on Tuesday in a national daily gave some conditions for peaceful resolutions of the rift between the two factions of the APC in the state.

Kaka, who belongs to the former Governor Segun Osoba faction of the Ogun APC, said peace would return to the state APC if the state Governor, Ibikunle Amosun, did the needful rather than sending emissaries to beg the former governor.

The conditions for peace, according to him, include the re-organisation of the party structure, enthronement of an all-inclusive government that would ensure that each of the 20 local councils of the state has a commissioner instead of the current scenario where some councils have three and four commissioners while some have none.

But puncturing the holes in the demand for each local government to have a commissioner in the cabinet, Lawal pointed out that competence and suitability were crucial to such an appointment, rather than reducing such serious issue to loyalty and genealogical ties.

He said, “As regards the cabinet composition, Kaka must know that qualification for cabinet post is not a matter of clan patronage but competence and suitability. It is myopic to expect the governor to reduce appointment to loyalty and genealogical ties.”

Lawal, however, agreed with Kaka, that there should be no automatic ticket for anyone including the governor.

He said, “As for ticket, I agree and that is the position of the party too that there is no automatic ticket for anyone including Amosun and Kaka himself.

“Every position will be thoroughly fought for. So the party welcomes anyone who intends to contest the position with Amosun.”

Diabetes is one health condition that comes with a sack load of dos and don’ts. When people are diabetic, it means that their bodies can’t process sugar. Experts say the condition does a lot of damage to the body as a result.

Diabetologist/Medical Director of Rainbow Specialist Medical Centre, Lekki, Dr. Afokoghene Isiavwe, says “Over time, the high glucose levels in the blood can damage the nerves and small blood vessels of the eyes, kidneys and heart; and lead to atherosclerosis, or hardening of the arteries that can cause heart attack and stroke.”

Experts also warn that diabetes can lead to the build-up of sugar in the blood and this can cause an increase in urination, causing dehydration.

Worse still, the sufferer can enter into what is medically called diabetic coma. Isiavwe says when a person with Type-2 diabetes becomes very ill or severely dehydrated and is not able to drink enough fluids to make up for the fluid losses, he may develop this life-threatening complication.

Consequently, people who are diabetic are advised to eat healthy, in addition to keeping regular touch with their doctors and also taking their medicines as prescribed.

Fruit and diabetes

For the general population, eating healthy includes eating generous servings of fruits and vegetables. For the healthy population, any fruit or vegetable would do. However, for those who are diabetic, it’s not all fruits that can be eaten, especially because of the sugar contents.

Indeed, scientific studies reveal that while eating fruit significantly cuts your risk of developing Type-2 diabetes, drinking fruit juice increases the risk, even among the healthy population!

“Some fruits contain more sugar than others,” experts warn. Nutritionists say fruits such as watermelon, pineapples and mangoes are some of the fruits that people suffering from diabetes should avoid like a plague.

Lagos-based Mayr nutritionist, Mrs. Idowu Ashiru, discloses that fruits may not be as healthy as we used to know them, especially because of the unannounced introduction of genetically-modified fruits into the food chain, making otherwise healthy foods to become suspect.

Researchers at health24.com, an online portal, counsel that it is important to understand that different kinds of fruits can have different effects on your blood sugar levels.

“This effect on blood sugar levels is measured by the glycaemic index. Fruits that are absorbed quickly and release a quick burst of energy are categorised as high-GI foods, whereas fruits that are digested slower and therefore provide a more sustained energy release are categorised as low-GI foods. As it is so important for diabetics to regulate their blood sugar levels at all times, it is important to learn the GI value of fruits,” the experts report.

They say fruits with a low glycaemic index are always the recommended safe choice for diabetics, as they contain mainly slow-release carbohydrates which help to regulate blood sugar levels better. Such fruits are green apples, pears, oranges, peaches, plums and strawberries. “All berries are low-GI, even though they are very sweet, making them the perfect substitute for unhealthier snacks such as chocolates and sweets,” the scientists enthuse.

No fruit juice

And while healthy people may consume fruit juices in moderation, specialists counsel diabetics against taking fruit juice. “This is because fruit juice spikes up sugar levels in the blood. Fruit juice will give you a rush of sugar and fructose, leading to more complications,” experts at the American Diabetes Association warn.

Again, nutritionists say, by the time you juice your fruit, the levels of beneficial nutrients would have been reduced, in addition to the fact that you may even end up taking more fruits than you would normally if you were eating it whole, leading to unintended bingeing on (natural) sugar.

For instance, ADA says, “one cup of orange juice could give an impressive 140 per cent of the daily value for vitamin C, as well as 20 per cent of the DV for thiamine and 10 per cent of the DV for folate. However, diabetics need to take care when consuming orange juice, as it can quickly cause a rise in blood sugar levels.” The same is true for other fruit juices.

Safe fruits for diabetics


Strawberries and other berries: Berries are full of antioxidants which boost your immune system by neutralising harmful by-products of metabolism called “free radicals” that can lead to cancer and other diseases. The antioxidants in berries are also good for your eye sight, as they prevent diabetic retinopathy and diabetic cataracts.

Apples: These are the perfect fruit for diabetics. They’re low-GI, high in pectin, soluble fibre which helps to lower cholesterol and regulate blood sugar levels and bowel function, and also has an anti-inflammatory effect which may help diabetics to recover from infections faster. Eat one small to medium apple a day.

Peaches: They are low-GI and packed with fibre, vitamins and antioxidants, especially immune-boosting vitamin C. Peaches are best enjoyed fresh — avoid the canned, syrupy peaches. One medium peach is okay for a day.

Cherries: If you are diabetic and have a sweet tooth, cherries provide the answer, as their low glycaemic index will help to keep your blood sugar levels steady. Cherries also contain powerful antioxidants called anthocyanins that provide the distinctive red colour and have strong anti-inflammatory and anti-ageing properties. Eat about a dozen daily.

Pears: Pears are another good low-GI fruit option. They’re rich in vitamins and minerals and a good source of fibre — which helps to regulate blood sugar levels, lower cholesterol and improves digestive health. One small or medium size is okay for a day.

Grapefruit: Like the rest of the citrus family, grapefruit is a great source of vitamin C, a powerful natural antioxidant which helps to boost the body’s resistance against infections and helps to protect cells from damage caused by free radicals. Grapefruit also contains the flavonoid narigenin, which has been found to increase the body’s sensitivity to insulin and helps to maintain a healthy weight, which is a vital part of diabetes treatment. Half a large grapefruit is recommended in a day.

Oranges: They are also low-GI and low-GL per serving, thanks to their high content of soluble fibre, which helps to keep blood sugar levels under control and lowers blood cholesterol levels. One medium sized orange is ideal.

Guavas: Guavas are a great fruit choice for diabetics as they’re very low in GI and GL per serving and high in fibre — the perfect combination to keep your blood sugar levels steady and your energy sustained. Eat two small guavas per day.

Grapes: Even though grapes are naturally high in sugar, they still fall under the low-GI category and have the same low GL per serving as a pear or an orange. However, the trick is to keep your portion in check. One small bunch is a portion of fruit. If you exceed this, the GL per serving can get very high and could cause high blood glucose levels.

The news in July that HIV had returned in a Mississippi toddler after a two-year treatment-free remission dashed the hopes of clinicians, HIV researchers and the public at large tantalised by the possibility of a cure.

But a new commentary by two leading HIV experts at Johns Hopkins argues that despite its disappointing outcome, the Mississippi case and two other recent HIV “rebounds” in adults, have yielded critical lessons about the virus’ most perplexing – and maddening – feature: its ability to form cure-defying viral hideouts.

Writing in the Aug. 28 issue of the journal Science, HIV research duo Robert Siliciano, M.D., Ph.D., and Janet Siliciano, Ph.D., note that such “failures” are in fact stepping stones to new understanding of what “cure” may look like and new therapies that tame the virus into long-term remission.

“Heartbreaking as these three cases are clinically, they provide a dramatic illustration of the real barrier to an HIV cure and illuminate important therapeutic strategies,” says Robert Siliciano. “This is not the end of the story but the beginning of a new chapter.”

The 27-month off-treatment remission experienced by the Mississippi toddler is, in and of itself, a laudable therapeutic goal, the Silicianos write, and is what cure of HIV may look like in the foreseeable future. Finding ways to induce long-term remission and to closely monitor its course will be the next frontier in HIV treatment, they write.

The ability to put the virus in remission and go off treatment for months or years at a time is an important goal, because it can spare HIV-infected people from a lifetime of daily antiviral regimens, which can be difficult to tolerate and hard to follow. Failure to comply with the strict treatment protocol, which occurs often, can lead to viral mutations that make HIV resistant to drugs.

All three cases, the Silicianos write, also reaffirm that the single most important hurdle to eradicating HIV is a tiny but extremely stable pool of virus tucked away in a handful of immune cells known as memory CD4+ T cells.

Memory T cells are the immune system’s combat-trained sentinels, responsible for fighting invaders they have encountered in the past. Much of the time, memory T cells lie dormant and become active only when the body is invaded by old foes they are specifically trained to recognize. HIV invades memory T cells early in the infection, and as long as the T cells lie quiet, so does HIV inside them. However, as soon as memory T cells get stirred up by an invader, the HIV DNA inside them wakes up, cranks out new virus and reignites infection. Because antiviral drugs work only against actively replicating virus, such silent viral hideouts remain out of therapy’s reach. Thus, reducing the number of latently infected cells or precluding their formation altogether is an important and – as the three recent cases suggest – realistic strategy, the Silicianos say.

“These cases paint several clinical scenarios where a substantial reduction of viral reservoirs would allow some patients to come off treatment for prolonged yet uncertain periods of time, but they also raise the critical question of how to best monitor them for relapse so they can resume therapy swiftly when the virus rebounds,” says Janet Siliciano.

For cleaner teeth
  • Establish brushing as a daily routine as soon as your child gets their first teeth. It is good practice to brush them twice a day, in the morning, and before they go to bed at night.

  • Gradually teach your child to brush their own teeth, but be there to supervise them at all times.

  • Teach your baby to spit out the toothpaste after brushing. At least until your child learns to do this, use fluoride-free toothpaste that is meant for infants.

  • Ensure that your child eats a healthy diet. Include plenty of calcium-rich foods such as milk and cheese; calcium plays an important role in fortifying the teeth and bones.

  • Sugar intake affects the acid level in the mouth, making teeth more vulnerable for about half an hour. Brushing teeth half an hour after a sugary treat helps to protect the teeth better. Also, ration the amount of sugar in your child’s diet.

  • Encourage your child to develop a taste for healthy and natural snacks such as fruits and nuts, instead of sugary and starchy foods. One way to do this is to set an example yourself.

  • Ensure that your child has regular dental check ups.

Dental challenges

Young children are entirely dependent on their parents for their dental health. As parents, here are what to do when faced with dental problems in children:
  • If the child complains of toothache, make sure it’s a toothache. Depending on how well your child can communicate, he or she may actually have sore gums or a bitten tongue.

  • Deal with the cause which may be as a result of candy, chocolate pastries and soft drinks. These foods contain refined carbohydrates and sugar in various forms.

  • Place a little wad of dried mint leaf around the tooth and make your child spit out every few minutes. Peppermint is good for relieving pain.

  • Do not pull out a loose tooth. Let your child judge if the tooth is loose enough to come out and let them pull the tooth themselves.

  • Apply a warm damp towel to the child’s cheeks from the outside.

  • If you are buying over-the-counter pain medication for your child, remember that acetaminophen (not aspirin) should be used for children and teenagers.

  • Visit the dentist with your child. Ensure that the dentist is child-friendly and uses methods that involve minimum pain. Let the dentist decide whether it is necessary to use anesthesia to ease the pain.

  • Avoid hitting, threatening and screaming at the child. This will only confuse them and make them go into a shell.

  • Appreciate your child’s efforts in remaining calm in the face of pain. Reward him adequately with a small present and let him take a day off from school to rest, if necessary.

President Goodluck Jonathan has urged Nigerians to place public interest above personal or private interest in the collective effort to build a strong nation, which would be pride of all.

Opening the 44th Annual Accountants Conference in Abuja, yesterday, he said although the nation was blessed with world-class professionals, some of them had failed to add value to the efforts toward nation building by placing their personal interest above the public good.

The President, who was represented by the Co-ordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala said, “You must understand that professionalism means supporting good policy that is in the wider public interest even when it does not necessarily benefit the immediate interests of you or your own association.

“Professionalism also demands being constructive in criticisms of policies you do not support without personalising issues. In the course of this weeklong conference as you revisit the ethics and body of rules governing your profession, I hope you would also discuss these matters as they relate to the promotion of the public interest.

“Unfortunately, I have also come across some Nigerian professionals whose actions have fallen short of professionalism in the course of my work. There are professionals who resort to blackmail and abuse of government and individuals when they fail to win contracts that are competitively bid.

“There are individuals/professionals who have resorted to divisive ethnic and sexist sentiments to blackmail and undermine the government when policies did not favour their narrow interests. For example, so-called “professionals” have attempted to undermine new approaches designed to put this country in tune with international good practice”.

President Jonathan said his administration has made bold strides on several fronts in his transformation agenda, especially in the power sector, job creation, agriculture, as well as, oil and gas.

According to him, “in the oil and gas, we have completed work on important projects such as the 136km gas pipeline from Oben to Geregu, the 31km pipeline from Itoki to Olorunshogo and the acquisition of 250 square kilometers of 3D-seismic data for the Chad basin.

In addition, government has also initiated the Ogidigben Gas Industrialisation Project, which will provide a petrochemicals complex in Delta State.

On job creation, he said his administration created 1.2 million jobs last year and that the current focus on the power sector would change the fortunes of Nigerians.

In his address, ICAN President, Mr. Chidi Ajaegbu, charged chartered accounts in the country to defend the public interest in the discharge of their duties.

His words: “As conscience of the society, professionals and in particularly, chartered accountants are required to consistently act, promote and defend the public interest. Indeed, great societies are built by professionals driven, not by personal interest, but by altruistic service to all.”

FG Set to Ban Hides And Skins (Ponmo)


Federal Government may have concluded plans to ban sale and widespread consumption of hides and skins(Ponmo) which is a delicacy to most Nigerians.

This indication emerged Tuesday when the Minister of Agriculture and Rural Development, Dr. Akinwunmi Adesina called for competent regulations that would check the consumption and sale of the product.

He said this at the 3rd joint anniversary of Animal Science Association of Nigeria (ASAN) and Nigeria Institute of Animal Science held at the University of Ibadan.

If this is achieved, he noted that livestock farmers would stand good chances of making high dollar return if the hides and skins are tanned into leather.

The minister who was represented at the occasion by the Director, Animal Production and Husbandry in the Ministry, Dr. Ademola Raji, said, ”I also commend NIAS for its advocacy and public enlightenment programs on Radio and Television that promote value addition in Livestock, as against sale and consumption of primary products alone, particularly with the issue of curtailing the widespread consumption of hides and skins as Kpomo which ought to be tanned into leather for a very high dollar return to the farmer and Tanneries.

I expect that competent regulations acceptable by all stakeholders will be developed so as to give credibility that our set standards for food safety are being implemented which will boost value addition.”

The theme of the programme was entitled, “Value Addition in the Nigerian Livestock Industry: A strategy for Economic Growth and Stakeholders Empowerment”.

The minister stressed that FG would continue to drive its Agricultural Transformation Agenda with increased vigour in all its ramifications, pleading for continuous support and cooperation of all stakeholders in the livestock sector to deliver the benefits.

He said,”I am confident that the satisfactory production levels achieved in the poultry and swine segments will soon stretch to reach other commodities such as beef, dairy, micro livestock and animal by products such as leather, bones, hides and skins.

The drive to turn Agriculture into business and not merely a way of life is now in full gear, with the use of mobile phones and e- wallet for input distribution directly to farmers, farmer’s registration with biometric identity cards and the Growth Enhancement Support scheme.

We have all seen the revolution in Rice production and processing; in cassava, sorghum and cotton that have increased output per hectare, through the supply of high quality raw materials to revive industries that have hitherto closed down.”

Food production, he said, rose in 2013 by 8 million metric tonnes over 2012 figures which represents over 70% growth of the target set for 2015 by Government.

“In 2012, 264,000 hectares of dry season paddy rice cultivated in the Northern states alone yielded 1.1 million metric tonnes.” he added.

Speaking earlier, NIAS President, Professor Placid Njoku, applauded the Federal government for tackling the deadly Ebola virus disease, noting that the institute would encourage its members to undertake visionary studies aimed at producing popular bush meat in the country in ”intensive ,hygienic and Ebola disease free environment.”

South African coach, Ephraim ‘Shakes’ Mashaba has claimed that Super Eagles coach, Stephen Keshi was aiming to beat the Bafana Bafana in today’s African Nations Cup qualifier, just to prove a point after he was snubbed by South Africa Football Association(SAFA) for their national coaching job.

Keshi and Portuguese-born coach Carlos Queiroz were front runners for the South African job. But even when Queiroz opted out Keshi was never considered, Mashaba was appointed.

NBCC Blames Poor Quality of Nigerian Cocoa on Exporters


Nigerian British Chamber of Commerce, NBCC, has blamed the bad image of Nigerian Cocoa in the world market, on activities of the get rich quick exporters.

Speaking at the launch of the Ondo Kingdom Chamber of Commerce, OKCC, the President of NBCC, Prince Yemi Adefulu, said, when the Marketing Boards were scrapped, standardisation and quality control was thrown out of the window, the reputation of the Nigerian Cocoa suffered from the activities of the get rich quick exporters and the country has not recovered from the reputation damage arising from this misdemeanor.

”Nigeria earned a reputation for poor quality from which we suffer to this day. Prices of Nigerian cocoa crashed and farmers became discouraged and lost the incentive to plant new cocoa seedlings or expand existing plantations.

In consequence, many abandoned the farms causing Sunny Ade to sing- “No farmers on the farm, they have returned home”.

We are probably now the 10th producer of cocoa in the world. It is, however, not only farmers and cocoa merchants who suffered thereby. The local economy which was buoyant in the days of the cocoa boom became dislocated.

Traders, transporters, labourers, the local government, the state and the nation all suffered in the process. But the greatest loss of all was the reputation damage,” he lamented.

According to him, had there been an effective Chamber of Commerce in Ondo, such a calamity could have been avoided. Every major step which changed history was by appropriate and timely response to a challenge.

”It could have fought the abandonment of standards and if the government did not listen, it could have created and established an Ondo Standards, which if well protected and projected, could have become a recognised global standard of quality. There are chambers of commerce which issue export documentations and help to authenticate standards.

It is all part of being the watch-dog of the concerns and interests of the business community and reaching to government at the highest levels and affecting trade policy development” he stated.

Today, he said, properly managed, Ondo should be exporting cocoa butter, cocoa creams, chocolates and other cocoa based products from cottage industries.

It should also be exporting chipboards, veneers, plywood, not to talk of excellent wood based furniture to many parts of the world.

Adamawa 2014: NYSC Gives INEC Conditions on Corps Members Participation


As next month’s governorship bye-election in Adamawa State draws nearer, the National Youths Service Corps, NYSC, has spelt out stringent conditions which must be satisfied by the Independent National Electoral Commission, INEC, before serving corps members could be released for the polls.

Sources at the headquarters of the NYSC in Abuja saidd that the conditions include provision of bullet-proof vests, armed escorts and payment of attractive allowances.
It was also learnt that the NYSC had insisted that participation by corps members in the forth-coming polls would be made voluntary.

An impeccable source told Vanguard that the Director General of NYSC, Brig. Gen. Johnson Olawumi had insisted that he was not ready to lose any corps member on any account.

The NYSC boss was said to have insisted that the issue of adequate security for corps members should not be handled with kid-gloves.
The source said that NYSC would not take any position on whether to release corps members or not until those conditions given to INEC were substantially met.

The source further stated that the number of corps members currently serving in Adamawa State is not enough for the conduct of the election adding that there would be need to mobilise corps members from neighbouring states for the polls.

Speaking in a similar vein on the subject earlier, Mr Kayode Idowu, the Special Adviser on Media to Chairman of INEC, Prof. Attahiru Jega said that the Inter-consultative Committee on Election Security which undertakes risk assessment of electoral contests would determine security measures that the Commission would implement during conduct of the election.

Said he: “The committee would advise the commission and also draw up its own operational orders that suits the assessment that has been done.”
He further stated that the committee is doing its work now, “so it may be pre-emptive to say whether or not the template we have will suit that election.”

He further stated that INEC had also deployed a risk management tool that was developed with support from the African Union and the International Idea. “We deployed it in Osun and we would deploy it Adamawa too”, he said.

He explained that the tool enables the Commission “to do the risk assessment of particular places and the factors peculiar to them. All these would be factored in by the Commission in decision making.” He further assured that INEC shares the sensitivity of Nigerians who are apprehensive over the deployment of corpers in the state given the high level of insecurity prevailing there.

Said he: “ There is no responsible organisation that would deliver innocent youths into the lion’s den.” He explained that if corpers were to be deployed as adhoc staff for the polls, “ it would be based on the guarantee that they are secured; otherwise, INEC would not expose them to danger. If both INEC and NYSC are convinced that they are secured, then the corpers would be deployed.We would consult the NYSC.”

He stressed that there is a dynamic relationship between INEC and NYSC.
Said he: “The collaboration has taken a depth that is unusual. In Osun, we didn’t have enough corpers. However, the Director-General of NYSC, mobilized corpers from the surrounding states to handle the last election.

“The NYSC released the corpers to us because their safety and welfare was guaranteed. When people complain about militarization of elections, this is one of the reasons why it happens. This is because we need adequate security for men, materials and voters.”
As at the time of filing this report, NYSC and the electoral Commission were holding a crucial meeting over the issue.

Military, Boko Haram Battle For CDS Town


The military, yesterday, engaged the Boko Haram terrorists in a fierce battle at Vimtim, the home town of the Chief of Defence Staff, Air Chief Marshal Alex Badeh, inflicting heavy casualties on the insurgents. At the end of the gun battle, the troops who moved in from the 1 Division Kaduna, 3 Division Jos and TRADOC, Minna killed 40 sect members and also succeeded in reclaiming Michika, Uba and Gulak towns from the terrorists.

Giving details of what transpired, the source said, the terrorists encircled the troops from all angles of Vimtim as the troops concentrated in the city centre and a gun battle ensued. Unknown to them, the newly deployed soldiers arrived and joined the battle, taking on the terrorists from behind leading to killing of over 40 insurgents while others fled.

The military also recovered 17 Hilux vehicles, General Purpose Machine Guns (GPMGs) mounted on their Hilux vehicles, and several Anti-Aircraft guns (AA weapons). Several surface-to-air missiles were destroyed while four were taken away by the troops.

The military source added that the initial retreat by soldiers from Mubi was to enable soldiers re-strategize and attack the insurgents in full force, adding that this was what made civilians panic.

The situation, however, changed dramatically when troops from the other three states arrived and assisted in cutting the insurgents off in the confrontation that ensued.


3 Army officers, 2 soldiers injured — Defence Headquarter

The Defence headquarters has also confirmed that three officers and two soldiers were injured in the bloody encounter. In separate tweets posted, yesterday, it said the injured officers and soldiers were currently receiving treatment at a military facility.

Vanguard gathered that the General Officer Commanding the 3rd Armoured Division of the Nigerian Army, Major General Mohammed Zaruwa was personally directing the counter-insurgency operation.

The tweets read: “Counter Terrorist Troops have carried out an attack on insurgents in Mubi town, Adamawa State. In the fierce battle to root out the insurgents, scores of insurgents lost their lives, while several others escaped with fatal gunshot wounds.

“Two officers and three soldiers who were wounded in the battle are currently receiving treatment in a Military Medical Facility”.


FG refocuses on Boko Haram’s source of funding, weapons

Meanwhile, the Federal Government, said yesterday, that it would focus on the source of funding and weapons used by the insurgents, as part of efforts to end terrorism in the country.

The Coordinator, National Information Centre and Director-General, National Orientation Agency, Mr. Mike Omeri, who stated this during the routine security briefing, in Abuja, insisted that it had capacity to counter the ongoing insurgency in the North-Eastern part of the country.

Omeri said the recent Regional Ministerial Meeting convened to explore ways of achieving international cooperation in tackling the challenge of insurgency in the North East had called for more action in tackling the menace.

According to him, the meeting was summoned to look into the level of implementation of the decisions and commitments made at the Paris Summit of May 2014 and the follow-up meetings in London and Washington DC.

“Particularly, the meeting underscored the need to effectively address the sources of funding and supply of weapons to Boko Haram and called for greater international co-operation in tackling all forms of illegal transfer of arms and ammunition,” he said.

Omeri added that the forum also advocated strict sanctions against terrorist groups, especially Boko Haram, while commending the effort of the Nigerian government in setting up the Victims Support Fund for alleviating the plight of victims of insurgency.

He noted that the recent recapture of Bama town by the troops attest to the renewed zeal and commitment, which officers and men of the Nigerian Army had shown towards defending the country and her territorial integrity.

The NOA Boss commended the efforts of the Nigerian military in containing the activities of Boko Haram insurgents, urging the people to always pray for them.

Speaking further, Omeri warned Nigerians against purchasing used and pre-registered SIM cards from uncertain sources, saying such phones and SIM cards might have been used by terrorists for criminal activities.

“The caution has becomes necessary to save members of the public the embarrassment of being apprehended for crimes committed with phones and SIM cards found in their possession,” he said.


We are in control of Bama, Michika, Mubi — Boko Haram

Boko Haram on its part declared, yesterday, it was still in control of Bama, Michika and Mubi towns. Its spokesman, Abu Zinnira, in a statement said: “This is a rebuttal from the information dissemination and sensitization unit of the Jamaatul Ahlil Sunna Lidawati Wal Jihad (Boko Haram) on the series of lies that the Nigerian military have been feeding the world on our recent conquests.

“Let the whole world know that we are on the path of victory because up to this minute, the town of Bama is under our control, the whole of Michika is now in our hands, as well as Mararaban (Junction of) Mubi now fully under our control. We are assuring the world that this would be continuous and there will be no going back by God’s grace. This is a message from me on behalf of our brethren.”

As thousands of displaced persons continue to troop into Yola, the Adamawa State capital from the Northern Senatorial district following fierce fighting with the insurgents, the hometown of the Chief of Defence Staff, Air Chief Marshall Alex Badeh is said to be close to the reach of the insurgents.

Vimtim, Badeh’s hometown is about 30 minutes drive from Mubi along the highways on the Yola–Maiduguri road.

Attempts by the insurgents to overrun the CDS’ hometown came few hours after the insurgents shot and wounded the son of a former Nigerian president, Chief Olusegun Obasanjo at Bazza, the hometown of the General Officer commanding, GOC 3rd Division of the Nigerian Army, Jos, Major General J.S. Zaruma.


Emir of Mubi flees; LG chairmen desert councils

The fighting has forced the paramount Ruler of Mubi, Emir Abubakar Isah Ahmadu, the Vice President of Adamawa Council of Chiefs and Emirs to sneak out of the town.

Attempts to speak to the chairmen of Mubi North, Michika and Madagali local government councils proved abortive as they were reported to have deserted their council areas and relocated to Yola, the state capital.

The siege on Gulak, Michika, Bazza and its environs had affected commercial activities with reports saying that several people crossed over to the neighboring Cameroon.

“We couldn’t sleep due to the heavy gun shots that pervaded the air in the night and for now no one could say the exact situation. They kept shouting, chanting Allahu Akbar, people are now living in an atmosphere of despair and agony, even our Emir, His Royal Highness has left in the night,” said a resident that pleaded anonymity.

Also a palace source had confided that the emir was escorted out by security operatives following reports that the insurgents were advancing towards Mubi, already jam-packed by displaced persons.

“His Highness had earlier declined to leave the town, but security personnel mounted pressure on him, hence the reasons for the paramount ruler to travel out,” said the source.

A fleeing resident taking refugee on the hills disclosed in a telephone interview, that many residents were trapped in Michika, Bazza and Shuwa.

“We are in trouble now, many are trapped, some could not get out of their homes, these people were everywhere hoisting their flags on bikes, others brandishing their guns,” said another fleeing resident.


I’m eager to return to the battle Front, Col. Obasanjo tells Atiku

Son of former President Olusegun Obasanjo, Lt Col Adeboye Obasanjo, an army engineer at the 3rd Division in Jos, Plateau State, who was on Monday wounded by Boko Haram terrorists in the ferocious Michika battle between the Nigerian military and Boko Haram, said yesterday that he was eager to return to the battle front.

The injured son of former President Obasanjo, who led soldiers on an offensive to reclaim Michika town in Adamawa State but fell into the hands of the insurgents, disclosed that his mind was at the battle field. He sopke when former Vice President Atiku Abubakar visited him at a government medical facility in Yola, Adamawa State, yesterday, where he was said to be recuperating.

Atiku, who was in Yola over the weekend to vote in the APC gubernatorial primaries and to collect his permanent voters’ card, on learning that Lt. Colonel Obasanjo was being treated at a government medical facility in Yola went to visit him yesterday afternoon.

According to a source at the hospital, Atiku was happy to find Lt. Col. Obasanjo in high spirits. According to the source, the former Vice President, who recently settled his differences with his former boss was impressed to learn from the injured officer his readiness to return to the battle front to deal with the insurgents.

The source quoted Atiku to have told Lt. Col Obasanjo that he was impressed to see him display the type of courage associated with his former boss, President Obasanjo.

The chieftain of the All Progressives Congress, APC was said to have wished Lt. Col Adeboye Obasanjo speedy recovery from the injuries he sustained from gunshots.

The source quoted Atiku as saying: “He was even marching before me as he was recovering from gunshots.”


He is in stable condition  Hospital

Meanwhile, the Chief Information Officer of Federal Medical Centre (FMC, Yola), Mr Adamu Dodo has confirmed that, “Obasanjo’s son is recuperating after minor surgery and he is in stable condition in the hospital.”

The State Acting Governor, Ahmadu Umaru Fintiri had earlier visited him and lauded all officers of the Nigerian Army who are battling to curtail the activities of insurgents in Adamawa Northern Senatorial Zone.

The governor said the people were proud of the soldiers who have lost their lives while defending their fatherland.

A senior military source told correspondents that troops today retook Bazza after a fierce battle in which soldiers killed several Boko Haram militants.

According to our source, “our soldiers circled Baza and engaged the terrorists in a serious battle. We have now recaptured Bazza after defeating the resistance of Boko Haram militants in the township.”

Thousands of residents of Gulak, Michika and Bazza had fled to neighboring towns and Cameroon as Boko Haram had unleashed mayhem on residents during their short reign over the towns.

Sources disclosed that successful attacks on Boko Haram insurgents was made possible by an advance team of Nigerian Air Force pilots who bombed the insurgents’ command centres in Bazza.

“It was after our Air Force jets bombarded their strongholds mounted on roads that the troops moved in on a clearing mission,” the officer revealed.

Governor Babatunde Fashola of Lagos State said yesterday that it was the President and Commander-in-Chief who is in possession of the whole security report that has the final decision to make on the issue of the abducted schoolgirls from Chibok.

Fashola, who was one of the moderators at the political debate tagged: “Fixing Nigeria: The nuts and bolts” organised by the Kukah Centre, which also had the Governor Sule Lamido of Jigawa State in attendance, said it was the President that was in control of the Nigerian Army and the armed forces.

Although, he noted that the dimension the Chibok issue had taken had made it difficult to make a decision especially as it concerned the safety of the girls, he said the abduction had become one of the issues that should provoke debates about the method and clarity of the choices of words that should be used.

Answering questions from some of the guests on the sincerity of government in ensuring that the abducted girls regained their freedom, he said: “As far as sincerity about Chibok is concerned, honestly, let me just say that the problem that Chibok symbolises has assumed a dimension that is ordinarily outside the authority and control of government.”

He stated that on national security, he did not have the briefing that the president had, adding: “That is why I have always said that the easiest thing to do is to criticise. Do you have the facts that are at his disposal because it is only then that we can have a very serious disagreement that on this set of facts this should be my own choice.

“It is now a matter of insurgency and therefore the Nigerian Army and the Nigerian Armed Forces have only one Commander-in-Chief and that is Mr. President. The bulk stops on his desk on this matter and it cannot be an easy decision.

“The most I am willing to say, I can’t measure sincerity. I know it is a tough call now. The Chibok parents, who are grieving, want their children back. There are many options on the table, but I don’t also think they are expecting body bags of their children.

“It is a difficult place to be. But of course I have always said, issues of this nature may provoke a debate about the methods, and by the clarity of the choices that are being made, about the judgment calls that are also being made.”


Debate

Fashola also canvassed the need for a debate before leaders were elected, pointing that quality debate among the contestants of various positions would give the electorate the idea about the dispositions of those who want to lead and their knowledge of the problems facing the people.

According to him, democracy does not guarantee good governance as people vote for so many reasons including emotional reasons.

Nigeria’s financial services sector yesterday received a boost as investments totaling ₦16.2 billion (US $100m) from a new fund LeapFrog Investments would be invested in the sector.

LeapFrog Investments said it has raised a fresh ₦65 billion (US $400m) fund to invest in financial services companies in Africa and Asia , out of which ₦16 billion is expected to be invested in Nigeria , which was selected as a priority country.

It was gathered that the ₦65 billion (US $400m) fund will be invested in high growth businesses in Africa and Asia.

The fund as gathered is backed by many of the world’s leading development financiers, insurers, reinsurers, pension funds and asset managers.

LeapFrog is the world’s largest dedicated equity investor in emerging markets financial services, with partner companies serving 22.7 million people across 16 countries. Nigeria is a priority country for the firm.

“Nigeria is a highly appealing investment destination, with stable economic indicators and an increasingly welcoming business environment,” said Dominic Liber, LeapFrog partner. “The Nigerian financial services industry presents a real opportunity for growth and there are a number of companies that are targeting the country’s vast emerging consumer market.”

According to a statement made available to Vanguard, LeapFrog’s fund will make equity investments of up to N8 billion in any one company. “These must be established businesses that deliver insurance, savings, pensions, investments, credit, remittances or payments”Leapfrog noted.

“We will be looking to invest in financial services businesses with strong management teams, an appetite for growth and profitability, and a focus on the emerging consumer,” Liber said.

LeapFrog has a strong track record in Nigeria. In 2012, Liber orchestrated Leapfrog’s strategic partnership with leading asset manager Asset and Resource Management Co., to invest in ARM Life, which today benefits over 600,000 Nigerians with life insurance.

What I found most disturbing at that moment was why she could not wait for me if she was so in need of sex, since I’d called her earlier on that I was on my way home. And though she got up immediately and started pleading with me that it was the devil, I did not bring myself to talk to her until very early in the morning of the next day.

She told me a friend in her office had given it to her to try out and it was her first time of using it. And that she would have told me about it but wanted to try it out first. She mentioned somebody’s name which she said I have never met and pleaded that she would return it and never use it again. She managed to convince me that it was an innocent one-off-thing which I did not need to bother myself about and I accepted.
But it was difficult for me to forget as I kept seeing the picture of her in that position in my head and wondering if it was right for a married, Christian woman to be doing such a thing. To me, it is something made by the Satan for his children.

Later that week, she told me she had returned it and things went back to normal between us but I was surprised to find the instrument again in her underwear drawer by accident. She was not at home, so I took it out and laid it on her side of the bed. As soon as she saw it, she went on her knees again and began to beg me. She said she did not know how to return the thing since it was a gift and would not want to upset her colleague at the office, nor embarrass herself. She insisted she was not using it and was also scouting for whom she too can give it to.

Since I did not catch her using it, I had no choice but to let it go. However, I was not comfortable and began suspecting her. I later hatched a plan to catch her and before long, it worked. What I saw that evening was worse than the previous one and still haunts me till today. I’d never seen my wife look that way before even when we are doing it. I was transfixed that I had to hide quietly behind the door way to allow her finish before I opened the door. Immediately my wife went on her knees, begging that it was the devil again.

I refused to talk to her and walked out of the apartment. I just walked round and round the neighbourhood because I felt lost and didn’t know where to go or who to talk to. I felt thoroughly betrayed. I had never looked at another woman in my life, before and even after I met her. I’d never looked at porn magazines or movie, not to talk of having a girlfriend, and worse still, owning a sex toy.

I could only manage to keep my anger for two days as she kept crying and asking for forgiveness, promising never to use it again. I could not bear to see her that way too, so, I insisted she had to tell me the truth.

She then told me that since the matter was no longer a secret, it was better she confessed everything to me. She said the vibrator was hers and she had been using it even before she became a born again Christian, as she was introduced to it while in Secondary school. (A girls only school) I don’t understand the logic, but she said it was a way to show that they did not need male company? Were they Lesbians?

She insisted they were not. When she became “born again” in the university, she stopped, she said. This was where we met and started first as friends, then I got the message that she was my wife and we eventually got married two years after our service year. She said she was forced to go and buy another vibrator after a discussion with some ladies in her office about how much they enjoyed their sex life and she missed the fun she used to have. She also told me that she does not get satisfaction from what we do together but did not want to hurt my feelings by telling me and begged me to allow her to continue using the thing and that it will not affect what we have together, after all, I never would have guessed it, if I had not caught her using it.

My problem now is that, though I have not caught her again in almost two months, I am still not happy because I know she is doing it and its disgusting to me. Though she says it will not affect us, it is already affecting me because anytime I want to have sex with her, that picture comes to my mind and spoils my mood. I will have to just force myself because I have nowhere else to relieve myself.

My work schedule is very tight as I work in the bank and have to leave home very early in the morning and most times, don’t return home until around 10pm or even later. I am also taking some professional courses, so, that also takes away most of my weekends. But my wife is a teacher, so she has more than enough time on her hands to do all she wants before I return.

Before you ask what I have done to make our love life better, I have tried to do everything she tells me, and though she says she is now enjoying it, I am not convinced. I do not see that look on her face. And it is making me feel inadequate as a husband. We have been married for three years and we are yet to conceive a child and I sometimes wonder if this is her priority. I know what I am facing with my mother and family on that issue alone, not to now add this one to it.

Have I not bitten more than I can chew with this girl? My wife is unfaithful to me and I am powerless to do anything about it. Please Aunty Yetunde, help me. I want Nigerians to advise me on what next to do. I don’t want anyone to know my identity please.

The All Nigeria Confederation of Principals of Secondary Schools on Thursday rejected the September 22 resumption date announced by the Federal Government.

In a telephone interview with our correspondent, the National Secretary of ANCONPPS, Mr. Kevin Nwankwo, said there was no evidence of any preventive measures already taken by the states to curb the spread of the Ebola Virus Disease, hence he asked the Federal Government to rescind its decision on the announced date.

He said, “Our position is not different from the position of the Nigeria Union of Teachers. We need to take cognisance of the observation of the Nigeria Medical Association, saying that government was under pressure.

“As at yesterday, there was nothing to show that teachers are being trained. I am not aware of sanitisers or training in any school yet. The slated date for the teachers’ training is today (Thursday) but as at yesterday (Wednesday), there was nothing to show that anything would happen. There is simply nothing to show that we are ready to reopen schools yet.’’

A northern delegate at the just concluded National Conference, Dr. Junaid Mohammed, has described the conference as a waste of time, saying it achieved nothing because President Goodluck Jonathan designed it for political gain.

Mohammed, who was a member of the House of Representative in the Second Republic, and currently coordinates, the Coalition of Northern Politicians, Academics, Professionals and Businessmen, argued that the agenda of the different regions of the South failed.

He said, “The North did not want the conference because they regarded it as a complete waste of time. Now that the conference has come and gone and nobody can mention anything concrete achieved by the conference, it’s only fair to say that the North was right all along that it was a diversionary tactic, it was not meant to solve any of our problem that is why it achieved nothing.

“Those who wanted to use the result of the conference for their own political good, like Goodluck Jonathan and the Peoples Democratic Party have failed woefully. The Igbo wanted to use the conference to achieve their demented agenda of equality or parity between the North-West and the South-East.

“If you are to use a serious map that is scientifically based, to show respective areas; where you show the North-West as the palm of a hand, the South-East will only be a dot. The North-West has a population of 40 million and the South-East is less than 15 million. How can you compare the two and attempt to say the two are equal?”

Mohammed added that the agenda of the South-West to remove local governments from the constitution, was a plan by the state governors from the region to pocket the money meant for the local government areas.

He added, “Clearly the agenda for a state police has failed, the agenda for state constitution has failed, the agenda of scrapping the Land Use Act has failed, so what is there to be said about the whole conference? Nothing.”

The northern leader also said the South-South request for resource control also failed and added that the recommendations of the confab would not scale through the National Assembly that has northerners in the majority.

He also warned that any of the presidential candidates in 2015 election who commits to maintaining the current revenue allocation formula would not win.

He said, “Anybody who commits himself to maintain the preponderance of the Igbo in all our financial agencies, ministries and department will also not win the next election. Goodluck Jonathan has already started boasting that he has given the Igbo more than anybody in the past, for that alone he will not win the next election. If he rigs it, there will be mayhem.”

Ebola outbreak: Anger in Lagos infectious diseases hospital

Members of staff of the Infectious Disease Hospital, Yaba, Lagos, have expressed anger over the impending removal of the hazard allowance component of their September salary. Sources within the hospital told The Punch that the Lagos State government has excised the allowance, which has been paid for years in the September payroll.

“We have sighted the payroll for September already and there is no provision for this allowance which has been paid to us for more than four years. This is really terrible. If government wants to remove anybody’s allowance, should it be from us workers at the IDH? What kind of problem is this?” one of the workers of the hospital lamented.

Earlier, volunteers at the isolation ward had protested the non-payment of their daily allowance since August 30.

“We learnt they want to send us away because there are no cases of Ebola again. But they should at least pay us our entitlements even if they will do that,” a volunteer confided in our correspondent on Thursday.

While the Lagos State Government has not disclosed the cost it has incurred in containing the Ebola Virus Disease so far, it has received cash donations from some sources, including the Federal Government.

Governor Babatunde Fashola recently confirmed the receipt of a N200m assistance from the Federal Government, while officials of Seplat company also donated N20m to the state to help contain the virus, among other material and financial donations.

In the wake of the outbreak, which occurred during the nationwide strike of the Nigerian Medical Association, the state government had called for volunteers. It paid daily allowance of N30, 000, N40, 000 and N50, 000 respectively to attendants, nurses and doctors working at the isolation unit but the payment of the allowances had been stopped since August 29.

While the volunteers still report to the isolation centres daily, many of them said they were aware that the government would soon ask them to go away “because there are no more cases of Ebola in the state.”

As of Thursday, only the female student of the Obafemi Awolowo University, who was brought to the centre late on Tuesday, remained in the Lagos Ebola isolation ward. The student was said to have confessed that she had contact with the late Port Harcourt doctor, Iyke Enemuo, who died of the EVD after treating an ECOWAS diplomat in a hotel.

The student, who was rushed to the centre from Ile Ife after she fell ill and manifested symptoms similar to EVD, however, has tested negative to the Ebola virus, the OAU authorities said on Thursday.

The Lagos State Commissioner for Health, Dr. Jide Idris, did not answer his call when our correspondent called for his confirmation of situation at the IDH.

Meanwhile, in a paper released Wednesday afternoon titled “Ebola Then and Now”, two doctors on the frontlines of the 1976 outbreak in Zaire recall the meticulous procedures that kept the climax of the outbreak to 318 people. While the piece offers valuable information for those fighting the current Ebola outbreak, it underscores just how dangerous it has become. That was then, this is now. Here, juxtaposed with the New England Journal of Medicine’s report, is today’s response.

Delayed Response Time

1976

The study’s authors, Dr. Joel G. Breman and Karl M. Johnson, arrived in Zaire in 1976 equipped with new virologic and immunologic tests that helped them immediately identify the (then new) agent. “In Zaire, we became, respectively, the chief of surveillance, epidemiology, and control and the scientific director of the International Commission for the Investigation and Control of Ebola Hemorrhagic Fever in Zaire,” they write. Immediately upon arrival, five commission members were sent to the village of Yambuku—the original site of the outbreak—to map the extent of the outbreak. The other 70 members remained at the hospital base.

Now

On March 23, 2014, the World Health Organisation (WHO) reported what they called a “rapidly evolving outbreak” of Ebola in West Africa, where 49 cases and 39 deaths had been recorded. One month later, the number of cases had quadrupled, with WHO showing more than 208 cases and 130 deaths. It wasn’t until August 6, with 1,779 cases and close to 1,000 deaths, that WHO began discussing whether or not the outbreak constituted an international health emergency. By the time it did a few days later, which made it nearly six months after the initial outbreak, it was too late.

Infective Quarantine

1976

When Breman and Johnson arrived on the scene, the government had already quarantined 275,000 people in the Bumba Zone. Planes, boats, cars, strangers—all were banned from entering the cordoned off area. At first, the doctors write, the villagers were “fearful and agitated,” lacking the basic necessities needed to survive. When members of the International Commission arrived to help, the community was wary. But with an electron micgrograph to illustrate what was fueling the outbreak, they were able to gain the trust of the people. “People along the road from the town …were relieved when we said we’d come to stop the disease’s spread, treat patients, and meet their families,” the paper reads. Inside the quarantine zone, even more specific procedures were outlined to keep those within the bounds of it safe.

Now

Attempts to quarantine during the current outbreak, led by the local armies and police, have been catastrophic. When the Liberian government attempted to contain the outbreak in Liberia through a quarantine in West Point—an exceptionally impoverished area near Monrovia — they did the opposite. With anywhere from 70K to 120K residents living in tiny shacks without running water, sanitation, or electricity, they left a struggling demographic without the means to protect themselves— many, without knowledge of what it was that necessitated protection. With people fighting for food, violent outbreaks between Liberians and the army began to heat up at the 10-day mark. When four were injured and one killed, President Ellen Johnson Sirleaf officially lifted the quarantine.

Mistrust from Communities

1976

For those outside of the quarantine zones, Drs. Breman and Johnson laid out specific guidelines to community members to help reduce the risk of the infection’s spread. Family members who became infected with the disease were placed in “huts outside their villages,” a procedure that allowed victims to be isolated outside of a hospital. The doctors then suggested one family member, “preferably someone who had recovered from the illness,” deliver food, water, and medicine to the patient each day until a medical professional could arrive on the scene. With the help of other community members, the doctors successfully educated the families of those who died about the dangers of handling the body in typical ritual fashion. “Credibility was gradually restored, especially when we began visiting villages accompanied by the three remaining nuns,” the authors write.

Bodies were covered with bleach and buried, and isolation huts burned. An already-local tradition of shaving one’s head in mourning for a lost family member became dual purpose—used to flag potential carriers of the disease.

Now

With the virus already widespread when international relief began pouring into West Africa, spending individual time in affected communities was not an option. Without this crucial period of trust building, many in the communities spent months under the impression that Ebola was either a hoax or a disease brought to West Africa by American nurses and doctors. The fallout of this loss of trust has had an enormous impact on the outbreak. Without a clear understanding of how Ebola is spread and when it is contagious, family members continued to bury their loved ones—who, at that point, are the most contagious—with typical burial rites such as washing, touching, and even kissing the corpses. While doctors in West Africa now report success educating the communities and persuading them not to perform burials, the amount of burials already performed have infected hundreds, if not thousands of people.

At the end of the report, which highlights stirring images from the original 1976 outbreak, the authors offer suggestions for where the international community should focus their support. “We believe the main priorities should be adequate staff for rigorous identification, surveillance, and care of patients and primary contacts. Strict isolation of patients, good clinical care, and rapid, culturally-sensitive disposal of infectious cadavers,” they write. “Breman, who got wind of the current outbreak when a CDC officer stationed in Guinea called him for advice in March, is still optimistic. Most of his positivity rests on the news that people in the villages have finally begun to trust that the outbreak is real, and that the health workers are there to stop it. And with the announcement that the U.S. plans to send a “surge” of workers into West Africa armed with $22 million from the Pentagon, America now looks poised to fight back against Ebola.

“These are the darkest days, they know what they’re doing,” Breman tells the health care workers in the field. “They know the dangers. There are dangers at the front lines. It’s a war zone, and Ebola is the enemy.”
